§387.2. Special permits; vehicles or tandem loads hauling divisible or nondivisible
container imports or exports to port facilities
A. Notwithstanding any provision of law to the contrary, the secretary shall issue a
biannual permit for the operation of a combination of vehicles or tandem loads hauling
divisible or nondivisible container imports or exports to and from any port facility in the
state, provided the combination of vehicles or tandem loads meets all of the following
requirements:
(1) Does not exceed one hundred forty thousand pounds gross weight.
(2) Does not exceed forty thousand pounds per tandem axle spread and sixty
thousand pounds per tridem axle spread as defined by the Department of Transportation and
Development.
(3) Does not exceed eighty-three feet in length.
(4) Is equipped with a dual-axle dolly and a dolly safety system with tilt sensors
attached to the dolly that provide feedback on tilt information to the driver of the vehicle to
ensure safe operations.
B. The permits and route via state and federal roadways, excluding the interstate
system, shall be issued at the truck permit office of the Department of Transportation and
Development.
C. The secretary shall adopt rules in accordance with the Administrative Procedure
Act to implement the provisions of this Section.
D. The provisions of this Section and all legislative authority for the existence of the
permits authorized in this Section shall cease to exist on August 1, 2026.
