SUBPART A. DIVISION OF ADMINISTRATION
§1561. Authority and duties of the commissioner of administration
A. Except as otherwise provided in this Chapter, the commissioner of administration,
hereinafter referred to as "the commissioner," shall have the authority and responsibility to
promulgate regulations, consistent with this Chapter, governing the procurement,
management, and control of any and all supplies, services, major repairs, and personal,
professional, consulting, or social services required to be procured by the state. However, the
commissioner shall not require by rule or regulation any policy or management board of
public higher education or any institution under their jurisdiction to prepare or submit a

purchased from state contracts shall be sufficient to meet the requirements of this Chapter.
B. The commissioner or his designee shall consider and decide matters of policy
within the provisions of this Chapter including those referred to him by the state chief
procurement officer. The commissioner or his designee shall have the power to audit and
review the implementation of the procurement regulations and the requirements of this
