§88.2. Collection policy and procedure
A. The commissioner of administration shall prescribe and cause to be
implemented a comprehensive collection policy and procedure to be used in
all state agencies.
B. The commissioner shall direct the Cash Management Review Board
as defined in R.S. 39:371 et seq. to prepare a collection policy and procedure
manual establishing the state's accounts receivable collection policies and
procedures.
C. The policy and procedures manual shall include rules and
regulations to assist state agencies in the identification and collection of
delinquent accounts. Such rules and regulations shall enhance each agency's
ability to manage the collection process, collection follow-up procedures, and
uncollectible accounts. The policy and procedure manual shall also provide
a uniform method for reporting accounts receivable balances.
D. The collection policy and procedure manual shall be promulgated
in accordance with the Administrative Procedure Act.
