           The St. Martin Parish Council on Aging acts in an advocacy and advisory capacity for individuals aged 60 and older, by developing and delivering essential services that help to enhance their quality of life and retain their dignity and independence, so that they can continue to be productive members of society for as long as possible without the threat of institutionalization.

The St. Martin Parish Council on Aging provides the following services to elderly residents of St. Martin Parish: Transportation, Homemaker, Visiting, Sitting, Caregiver Respite, Utility Assistance, Home Delivered Meals (Meals on Wheels), Congregate Meals, Nutrition Education, Recreation, Information & Assistance, and Outreach. Priority is placed on persons with the greatest socio-economic need. Particular attention is given to minority, homebound, disabled, and low-income seniors.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          In the previous year, the St. Martin Parish Council on Aging provided 39,000 meals to nearly 200 homebound or disabled seniors through the Meals on Wheels program. Information received from client intake forms reflects that these recipients typically have no other means of receiving meals and are alone, isolated, and in need of socialization.

90% of the nearly 200 individuals served through the Meals on Wheels program are usually unable to cook for themselves or have no one else to provide a meal, as many of their adult children do not live within close proximity, or they have no other living relatives. Without home-delivered meals, recipients might not eat at all. This could possibly result in malnutrition and, eventually, a loss of independence, as the individual may begin to require specialized care.

Due to budget constraints, there are currently 100 individuals awaiting meals.

St. Martin Parish Council on Aging is the sole provider of public transportation, as there is no other provider in the parish. Last year, more than 11,000 rides were provided to individuals for much needed medical appointments and necessary errands such as picking up medications or groceries. 65% of those rides were provided to elderly individuals; 30% of those elderly individuals were Medicaid recipients.

Currently, budget constraints prevent the expansion of transportation to other, more remote areas of the parish.

Anticipated funding would help us to remove more individuals anticipating receiving home-delivered meals from waiting lists and to provide transportation to those who currently have no access to it.


What are the goals and objectives for achieving such purpose?
          The goal of the St. Martin Parish Council on Aging is to strengthen the services that we are currently providing, so that we can continue to ensure the mobility, independence, dignity, security, comfort, and well-being of our elderly population. Removing individuals from waiting lists for meals and other services, and being able to provide more transportation to those who so desperately need it would help us to accomplish this goal.
