Provide a summary of the project or program:
The Greater New Orleans Educational Television Foundation (WYES-TV) was founded in 1953. WYES is the oldest public television in Louisiana and the Greater New Orleans’ only PBS television station providing the highest quality educational and cultural programming available. The facilities were destroyed by Hurricane Katrina. We have now completed Phase 2, the final phase the project. Phase 2, the WYES Innovation Center for Educational Media, is the educational media element that enhances the on-air component by expanding WYES beyond the television screen.

WYES is not requesting additional State Capital Outlay funding beyond what has already been approved by the Bond Commission which is currently $4,010,000 in the Priority 1 Cash Line of Credit. The building is complete and this request is being submitted due to the fact that the final request for disbursement will not be made prior to November 1, 2017. The only payments left to be made to the contractor are for the retainage fee and uncompleted items on the punch list. The total project funding of $10,437,467 is composed of $4,010,000 in state funding and $6,427,467 of local funds raised by WYES.

What is the entity's public purpose, sought to be achieved through the use of state monies?
WYES is the oldest public television station in Louisiana, signing on in 1957, and is the 12th oldest in the nation. WYES was founded on one fundamental idea: That education could be enhanced and made available to all through technology. WYES provides public media services to one-third of the State’s population in the 12 southeastern parishes. Within a 60 miles radius, as many as a half-million people use our broadcasts, outreach activities and website each week making it the most utilized non-profit organization in southeast Louisiana.
This important funding will enhance and complement the on-air component by expanding WYES beyond the television screen. Educational outreach community workshops, community forums, web-based educational initiatives, student training and internships…all furthering ideas and supporting community involvement, enrichment and growth. WYES has excelled as our region’s storyteller, archiving local heritage, customs and traditions. While the station will continue to tell our community’s stories, these funds will help provide WYES with the facilities and equipment necessary to better showcase what is best about our great city and region – not only via local broadcast productions, but to a more wide and diverse audience via the web and satellite.

What are the goals and objectives for achieving such purpose?
WYES strives to be the most accessible educational, artistic and cultural resource in Southeast Louisiana. We strive to be a dynamic and trusted cultural institution that has excellence as its highest priority, to actively serve the diverse needs of our regiona by providing opportunities for growth and learning for all of our citizens through the creative use of our amazing digital technology and all it has to offer. We strive to continue to educate through our programming and outreach and also through internships and student hands-on training at our new facility.

What is the proposed length of time estimated by the entity to accomplish the purpose?
The building will be totally complete by December 31, 2017.
