Provide a summary of the project or program:
Woodlands Conservancy currently manages Woodlands Trail, a series of 12-miles of greenways and trails located on a 650-acre parcel of land in Plaquemines Parish that is dedicated as Woodlands Trail and Park Bird Sanctuary under Louisiana Wildlife and Fisheries Natural Areas Registry Program. The nonprofit organization has formed partnerships with local, regional and national government agencies, corporations, foundations and private citizens to raise over $3,000,000 to fund operations, maintenance and physical improvements. These improvements include not only physical structures such as bridges, culverts, interpretive kiosks and signage but also include ecosystem restoration work to remove invasive species and reforest with native vegetation that sustains our native wildlife and migratory bird populations.

The purpose of the current funding request is to obtain the balance of funds necessary to install an ADA restroom building that will serve the 8,000 – 10,000 annual visitors to the site. We have successfully raised $178,000 of the $220,000 project. The requested funds will specifically fund running utilities to the site and the balance needed to complete the foundation and move the constructed bathroom to the site and connect utilities.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Louisiana has lost 80% of its pre-settlement forested wetlands. Woodlands Conservancy has been managing Woodlands Trail and Park, was formed as a nonprofit 501 (c) 3 organization in 2001 to establish educational, recreational and historical greenways and trails in one of southeastern Louisiana’s last stands of bottomland hardwoods. This bottomland hardwood forest provides a recreational venue, a habitat for resident and migratory birds along the Mississippi “flyway”, serves as a “natural sponge” to absorb stormwater runoff and functions as a windstorm buffer to the residences and businesses in upper Plaquemines Parish and the Orleans Parish communities of English Turn and Lower Coast Algiers.

The achievements of the regional, smart growth efforts of Woodlands Trail and Park have been recognized locally, regionally and nationally such as:
• Received the Conservation Organization of the Year Award from the Louisiana Wildlife Federation and National Wildlife Federation
• Received the Coastal Stewardship Award from the Coalition to Restore Coastal Louisiana, and most recently
• Received the Coastal America Partnership Award from the Executive Office of the President of the United States in recognition of the restoration work conducted by the cooperative conservation effort.

The use of the state monies will provide the remaining 19% of funds needed to complete a restroom building for the Woodlands Trail site that provides educational and recreational opportunities to local residents and visitors from across the globe. The site is free and open to the public from dawn to dusk.

What are the goals and objectives for achieving such purpose?
          1) Run electricity to the site.
2) Install an individual sewerage treatment plant
3) Complete the foundation.
4) Transport the already constructed restroom facility to the site.
5) Install culverts and fill to allow a crane to lift the 73,000 lb. building to place on the foundation.

What is the proposed length of time estimated by the entity to accomplish the purpose?
           4-6 months
