Provide a summary of the project or program:
           Teach For America (TFA) is growing the movement of leaders in Louisiana who work to ensure that children growing up in poverty get an excellent education. Every year we recruit a diverse group of professionals and recent college graduates who have a record of achievement, as well as character traits that are critical for transformational teaching in the classroom. These leaders expand educational opportunity, starting by teaching for two years in a low-income community in Louisiana. We provide intensive training, support, and career development to help these leaders increase their impact and deepen their understanding of what it takes to eliminate educational inequity. Over the long term, we advance educational outcomes by inspiring the career paths of our alumni, most of whom remain working in education in schools, districts, government and the non-profit sector. Other alumni work in influential positions across sectors that impact education where they continue their advocacy for students with the perspective that comes from their two-year commitment as a corps member.

Over the past 28 years, TFA has grown in its commitment to ensuring that students have access to great teachers with a variety of perspectives and experiences including individuals with similar backgrounds as our students. More than half of our teachers identify as people of color, compared with fewer than 20% of all teachers nationwide; 44% received Pell grants in college, a reliable indicator of low-income background; nearly one-third are the first in their families to attend college; and one-quarter come to the corps from graduate school or with professional experience.

Teach For America’s core program includes,

i. Recruiting college graduates, graduate students and professionals who have demonstrated great potential to become transformational teachers for underprivileged students.

ii. Facilitating matches between corps members and the schools and subject areas where they can have their greatest impact.

iii. Providing in-field teacher preparation through an intensive five-week training institute.

iv. Providing training and leadership development through all-corps programming, specialized cohorts and individual coaching throughout the year.

v. Increasing the capacity of our alumni base through recruitment pipelines and programming that facilitates mentorship, community-building and career development.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          Teach For America seeks to recruit, place, and support between 250 and 300 educators in high-need public schools serving low-income populations in Southern Louisiana. Teach For America is the only national talent provider in the education sector that can claim a unique capacity to recruit, train and support thousands of diverse educators annually to teach in low-income schools; a required commitment to teach in the placement location for at least two years; a proven track record of providing teachers who exceed expected impact in their classrooms and meet or exceed the expectations of school leaders; and the ability to cultivate excellent leaders in education.

The following evidence substantiates Teach For America’s ability to serve this public purpose effectively. In 2018, over 50% of corps members are people of color, and African-Americans and Latinos account for over 40% of the corps. In comparison, among all teachers across the nation, fewer than 20% identify themselves as people of color. Teach For America teachers return for a second year at a higher rate than new teachers nationwide, with over 90% of TFA corps members returning for a second year, versus 86% of teachers overall and 83% of teachers in schools serving low-income populations.

In 2017, 86% of principals reported satisfaction with the performance of our corps members at their school, and 88% agreed that they would recommend to their fellow principals that they hire our corps members. Further, a 2015 study funded through an i3 Scale-up grant study used an experimental design that found that corps members who taught math and reading in elementary grades were as effective as other teachers in the same schools who typically had nearly 14 years of experience. When the analysis was restricted to teachers in early grades, corps members in both reading and math were found to be more effective. Preschool through second grade reading students of Teach For America corps members scored 12% of a standard deviation higher on reading skill tests (equivalent to about 1.3 additional months of learning) than their peers taught by other teachers. The effectiveness of teachers and leaders is the single greatest school-based factor that influences student achievement. Even one effective teacher in one school year can help students advance one-and-a-half to two years academically as compared to an average teacher. Research studies have shown that Teach For America’s model produces teachers who are as effective or more effective than other teachers.

Teach For America’s ongoing program in Louisiana is entirely contingent upon our ability to raise funds to support our operations. Given the unique combination of values, services, and results that Teach For America provides in Louisiana, the Louisiana Department of Education may request up to $5,000,000 in public funding for Teach For America, which is significantly less than the size of public investment in Teach For America in both our neighboring states of Mississippi and Texas.

Last year, we leveraged our appropriation of $580,000 in state funds by a magnitude of more than 13 to 1 by raising over $8 million in funds for our operations in Louisiana. The ratio of private funding to all forms of public funding (including funding from the state, the federal government, school districts, and charter management organizations) was approximately three to one. Private funds for TFA are disproportionately tied to our urban placements, specifically New Orleans, and so we depend upon public funds in order to be able to place in high-needs districts across Louisiana. An increase in state funding allows us to continue this work and attract sustained private donations in the years to come.


What are the goals and objectives for achieving such purpose?
          Teach For America will recruit and place a corps of between 250 and 300 educators in high-need public schools serving low-income populations in Southern Louisiana.

Teach For America will continue recruiting a diverse pipeline of teachers to Louisiana whereby at least 50% of new corps members are people of color, from a low-income background, and/or the first in their family to attend college.

Teach For America will continue to require our corps members to make a commitment to teach for at least two years in their placement school, and will retain their teachers for a second year at a rate that is higher than the national retention rate of 86% overall and 83% in schools serving low-income populations.

Teach For America will provide teachers who on aggregate achieve higher than average student achievement results in their classrooms due to our training, resources, connections and opportunities for development.
