Provide a summary of the project or program:
The City of New Orleans is in the midst of an affordability crisis. Rising real estate prices and rents are causing displacement of low- and moderate-income residents and many small businesses. One of the challenges for long-time property owners and low-income and low-wealth residents, entrepreneurs and small business owners remaining in their neighborhoods is inadequate access to affordable capital needed to develop real estate, start or grow a business, or to purchase a home.

HousingNOLA serves as the lead applicant with its Lenders Roundtable as a framework for collaboration. The Lenders Roundtable began as a policy working group developed to identifying investments to implement the 10 Year Plan and, by partnering with a local CDFI CD Capital will manage the day to day operations of a collaborative loan fund. This collaborative will bring together the strengths, expertise, and capital from 4 local CDFIs to directly address the challenges of displacement by investing in affordable housing (rental and ownership) production and supply. This includes providing resources to small property owners and developers to create affordable housing. Funds will leverage our collective resources to invest an estimated $20 million in the target area over 3 years. With this strategy, we will mitigate displacement in the target neighborhoods.

Each of the partner CDFIs provides different types of financing that can address the gaps in the market in these neighborhoods, and when pooled together will enable them to effectively stabilize housing supply, increase employment opportunities, and facilitate the building of wealth.

HousingNOLA’s mission is to provide a road map to maximize the effectiveness of scarce government resources, increasing non-traditional resources, and assisting private sector investors in making strategic choices. HousingNOLA is a 10-year partnership between the community leaders, and dozens of public, private, and nonprofit organizations working to solve New Orleans’ affordable housing crisis and end housing insecurity for households at every economic level. HousingNOLA partners with the Greater New Orleans Housing Alliance (GNOHA), a collaborative of home builders and community development organizations advocating for the preservation and production of affordable housing. HousingNOLA also offers a data framework to inform future housing policy, as well as shared leadership and engagement towards more thoughtful and scalable housing developments that are affordable for all income levels.

What are the goals and objectives for achieving such purpose?
The HousingNOLA 10-year Strategy and Implementation Plan lays out how our community can provide high-quality, safe and accessible housing affordable to individuals and families of all income levels throughout New Orleans. In order to accomplish this vision, HousingNOLA benchmarks its progress in specific areas within the housing and community development sector. Last year, HousingNOLA and GNOHA launched the “Put Housing First” campaign to increase public engagement around affordable housing policies at the local and state levels.

Our work serves to spur the creation and maintenance of healthy, affordable housing for the community of New Orleans and its unique culture. There are organizations who focus on parts of the housing problem, but the 10 Year Plan is comprehensive. HousingNOLA serves as a critical bridge between the community and policymakers; advocating to create better policy that is a current, direct reflection of the needs of the community as it is today.

What is the proposed length of time estimated by the entity to accomplish the purpose?
