           Project ID #563522 and FP&C Project Number 50-NDA-19-02 for $50,000 that was authorized for General Funds in Act 20 of 2019. This funding will provide the balance of the $218,900 needed to complete ADA Restroom Building Construction & Site Improvement in District 105 at Woodlands Trail.

Project ID #563523, Coastal Forest Center, that was included for $2,500,000 as a Priority 5 in the previous session is being resubmitted for $1,827,967 to provide the funds necessary to complete the Coastal Forest Center in one of our regions last remaining coastal wetland forests, the Delacroix Preserve. The Delacroix Preserve is comprised of five properties totaling 190 acres of coastal forested wetlands. Constructing the Coastal Forest Center in a Metropolitan area will serve to increase awareness of Louisiana's wetland issues while serving to expand research and learning opportunities that will support the goals of the State Master Plan for a Sustainable Coast.

The Woodlands Trail site receives over 10,000 visitors per year. The site provides over 12 miles of trails that are open to the public. Interpretive signage is scattered throughout the site to educate others of the function and value of wetlands, impacts from invasive species, and other issues related to wetland loss and restoration strategies.

Project ID 563523, Coastal Forest Center
Louisiana has lost 80% of its presettlement forested wetlands to development. The few remaining forested areas serve a vital function as a natural sponge to absorb storm water, a windbreak to protect the surrounding residences and businesses during storm events and vital habitat for resident wildlife and migratory birds. The value of this habitat for migratory birds, as a hurricane and storm buffer, and as a recreational outlet, make it imperative that we continue our efforts to preserve, restore, and enhance forested wetlands. As a land trust, Woodlands Conservancy was successful in acquiring five properties totaling 190 acres of coastal forested wetlands in Orleans Parish in 2012.

As the state move forward in implementing coastal restoration strategies, it is critical to educate the public and cultivate support not only for comprehensive coastal restoration work, but also for the restoration and preservation of the remaining coastal forests in our region. With the only living research laboratory and outdoor classroom in the 7-parish New Orleans metropolitan area, Woodlands Conservancy’s Coastal Forest Center will deliver programs designed to educate the current generation of adults as well as the rising generation of young people.
The impact of these education programs will be enhanced tremendously by locating the Coastal Forest Center at Delacroix Preserve and immersing people in an authentic forested wetlands environment, rather than in a fabricated museum environment far removed from the wetlands. Woodlands Conservancy implements the Seeds to Saplings Environmental Education Program with fourth grade students in both Orleans and Plaquemines Parish. Additionally, we currently utilize the Delacroix Preserve for monthly bird banding research that is part of a regional and national database that tracks migratory birds. It is also used by middle and high school students who are engaged in citizen science activities and STEM activities through the LSU Coastal Roots program. The opportunity to utilize Delacroix Preserve for Service Learning Activities will provide the opportunity for the program to expand to additional classrooms. It will provide increased opportunities for middle school and high school students to be involved in STEM activities through their engagement with restoration activities. It will provide a physical site for our local university interns to utilize as their base of operation for coastal forest research activities.
