Provide a summary of the project or program:
The purpose of this project is to make capital improvements to the Louisiana Art & Science Museum ’s building to bolster the Museum’s contribution to the economic, cultural, and educational development of the Greater Baton Rouge area and the State of Louisiana as a whole. These improvements will raise the Museum’s visibility in the continuing revitalization of downtown Baton Rouge, sparking growth in tourism in the region and celebrating the cultural inheritance of our citizens. The addition of noted state-of-the-art safety, equipment, and handicap access systems will help ensure the protection of our visitors, as well as the Museum’s assets.

The Louisiana Art & Science Museum is housed in the 1925 former Yazoo & Mississippi Valley, later the Illinois Central Railroad Passenger Station on the banks of the Mississippi River in downtown Baton Rouge. The building was retired in 1960 and sat vacant until the building was renovated in 1971 for use as the new home to the Louisiana Art & Science Museum.

Projects in this capital appropriations request include:
1. Exterior lighting of the Museum building with cost-efficient LED lamps, including the planetarium dome, front façade columns, new Museum signage, and Mississippi River-facing elevation. This project will give more nighttime visibility to the building.
2. Upgrades to the Museum’s security/safety systems, including digital cameras and recorder, closed-circuit television, panic buttons, and alarmed doors to better protect our visitors.
3. Upgrades to the building’s handicap access, including automatic doors for wheelchair access.
4. Enclosure and sealing of Collections Repository to maintain consistent temperature and humidity levels for the preservation of the Museum’s permanent collection.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The Louisiana Art & Science Museum’s mission is to enhance the understanding and appreciation of art and science for general audiences and students by presenting unique, educational, and entertaining experiences that encourage discovery, inspire creativity, and foster the pursuit of knowledge.

The Louisiana Art & Science Museum provides a valuable resource to over 172,000 program participants each year, nearly 98,000 of whom are schoolchildren. In 2018, LASM reached students in 41 Louisiana parishes and 5 Mississippi counties with its extensive array of PreK-12 art & science programs.

The Museum offers six permanent art galleries designed to enhance the learning experience for children and adults and presents up to 12 fine art exhibitions per year that explore a variety of themes, often linking scientific and artistic concepts. These diverse exhibitions showcase fine art of various techniques, mediums, and cultures. Works presented are made by nationally and internationally recognized artists, as well as members of the local community. The Museum also displays items from its permanent collection and regional public and private collections.

The Louisiana Art & Science Museum is home to the Irene W. Pennington Planetarium, the largest, most technologically-advanced planetarium in the State of Louisiana and one of the largest in the southeastern United States. The 171-seat, immersive dome theater was upgraded in May of 2017 with a state-of-the-art 4K LED digital system that has created an even more immersive experience for visitors. The planetarium also houses a 15,000-watt digital surround sound system.

The Museum is a significant contributor to the Greater Baton Rouge economy, and the economy of Louisiana as a whole, drawing visitors from all over the United States and many foreign countries. Our facility is in the capitol corridor in downtown Baton Rouge, a section of the city that has been enjoying revitalization. With the renovation of the River Center underway, the new East Baton Rouge Parish Library nearing completion, the construction of the North Boulevard Town Plaza and Greenway, and the nearly daily pleasure ship arrivals, downtown Baton Rouge is seeing more visitors than ever. In the center of all this new activity is the Louisiana Art & Science Museum, showcasing internationally renowned fine art and science exhibitions. The Museum offers guided exhibition tours, hands-on art-making activities, and more than thirty hands-on art and science integration classes, interactive theatre programs, and educational presentations that all meet the Louisiana State Standards and Benchmarks in education.

Renovations expressed in this project will only add to our appeal, open our doors to more visitors, and keep LASM the crown jewel of Baton Rouge’s cultural and educational offerings.

What are the goals and objectives for achieving such purpose?
The goals and objectives of this project include:
1. Making capital improvements to the Louisiana Art & Science Museum’s building to bolster the Museum’s contribution to the economic, cultural, and educational development of the Greater Baton Rouge area and the State of Louisiana as a whole.
2. Lighting improvements will not only enhance our visibility in the burgeoning revitalization of downtown Baton Rouge but will also strengthen the city’s attraction as a tourist destination.
3. The updating of security equipment will add a layer of safety as the Museum welcomes hundreds of school children each day and provide a safe space in which to provide uniquely designed activities to support and reinforce STEAM instruction.
4. Handicap accessible doors will allow for those requiring special accommodations easier access to our building.
5. Renovations to our Collections Repository will protect the Museum’s permanent collection in perpetuity by helping to regulate temperature and humidity levels.

As a major cultural attraction, the Louisiana Art & Science Museum serves the public good as an important educational resource as well as a steward of our cultural heritage.
