Provide a summary of the project or program:
           LifeShare Blood Center has the opportunity to receive federal funds to remove and replace our Shreveport laboratory’s cesium irradiator. Cesium is radioactive material deemed a security risk by the Department of Energy, National Nuclear Security Administration and the Office of Radiological Security. Irradiators destroy the white blood cells (which can carry infections) to ensure a safer blood product for those who have compromised or weakened immunities, such as cancer patients and infants.

LifeShare serves the majority of LA’s hospitals using one irradiator located in our Shreveport laboratory. Replacing the cesium irradiator, which contains radioactive material, means LifeShare provides a safer community environment and work place for constituents in northwest Louisiana. To eliminate the threats associated with cesium the federal program pays 100% of the cost to remove cesium irradiators. The program also pays half the purchase price of new x-ray irradiators, a safer and more advanced way to provide irradiated blood.

The equipment’s removal and replacement are expensive, approximately $200,000, so utilizing the federal program while funds are still available is a great opportunity for LifeShare and Louisiana. As a non-profit organization, LifeShare has limited resources to complete the project without additional funding support.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          State funds will match federal dollars to replace LifeShare Blood Center’s cesium irradiator. The Department of Energy, National Nuclear Security Administration and the Office of Radiological Security are working to remove cesium irradiators nationwide because cesium, a dangerous radioactive material, is deemed a security risk that poses potential chemical threats.

LifeShare provides irradiated blood for patients with compromised immune systems. When blood is irradiated white blood cells, the cells that can carry infections, are destroyed. Without access to LifeShare’s irradiated blood, these patients would have to receive treatments out of the area. Each year LifeShare Blood Center provides approximately 130,000 red cell blood units for patients in 117 medical facilities. Any or all of those units may need irradiation.

The Federal program pays to remove cesium irradiators and pays half the purchase price of a new x-ray irradiator, a device that is safer and more advanced. State funds provide half the purchase price, $62,500, of the new irradiator.


What are the goals and objectives for achieving such purpose?
          The goals and objectives of the project include:

Removing the threat of cesium - The cesium irradiator replacement project removes the chemical threat to those working with the dangerous material and eliminates the possibility of obtaining cesium by those who wish to cause potential harm.

Eliminating the costs of enhanced security - A safer and more advanced irradiator using x-ray technology replaces the cesium irradiator eliminating the mandated need for extensive and costly security measures currently in place at LifeShare’s Shreveport laboratory. As a non-profit blood bank, reducing extreme security measures saves operating costs.

Providing improved technology - The new x-ray irradiator provides a consistent throughput over the lifetime of the device creating an efficient workflow. Cesium irradiators require longer irradiation time as the cesium source decays creating more expense and longer irradiation exposure.
