           Funding will complete construction of Hibernian Memorial Park, a 4-acre site in the Lakeview neighborhood, on the neutral ground between West End and Pontchartrain Boulevards, near the Civil Defense Shelter. The public green space in development is located on the filled-in lake end of the New Basin Canal, a six-mile waterway linking downtown New Orleans and Lake Pontchartrain, built from 1832 to 1838. The canal cost the lives of countless Irish immigrants who dug the canal by hand using shovels and picks. For nearly 100 years, until it was filled in by 1950, this transportation corridor contributed to the economic vitality of New Orleans and its legacy to the city was the development of New Orleans’ lakefront and West End. Through a long-term lease with the Non-flood Protection Asset Management Authority, the non-profit 501(c)3 Louisiana Hibernian Charity organization is building the Irish heritage park that surrounds an Irish monument erected in 1990. Interpretive signage will tell the history of the canal and will inform visitors about the contributions of the Irish to New Orleans. Planned beautification elements include new walkways, improved lighting, benches, bike racks, and life-size statuary of canal laborers.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          In order to facilitate the beautification and development of a historic site in New Orleans on the filled-in New Basin Canal into an Irish heritage park known as Hibernian Memorial Park, the Ancient Order of Hibernians of Louisiana formed the Louisiana Hibernian Charity, a 501(c)3 non-profit corporation.

What are the goals and objectives for achieving such purpose?
          Hibernian Memorial Park will transform four acres of underutilized neutral ground into a vibrant public space. The Irish heritage park will include panels that will trace New Orleans’ multi-faceted Irish history while enriching New Orleans’ West End. The Irish heritage park will promote cultural tourism, with elements that will enhance area safety and usage. Landscaping that includes native live oaks and cypress, will add natural beauty. The park will strengthen the connection within the community by providing opportunities for exercise, learning, socialization and relaxation. With the establishment of Hibernian Memorial Park New Orleans will join cities across the nation with sites commemorating the Irish. With over 350,000 people of Irish ancestry living in Louisiana and approximately 9 million visitors to New Orleans each year, the park will be a touchstone for generations of Irish-Americans, as well as an attraction benefitting up to 5,000 people per year. Once the park is established, meaningful data on its impact will be collected through observation, activity mapping, selective count and extrapolation during events to track activity and park usage.
