Provide a summary of the project or program:
           This is a request for continued (Phase II) funding. Local funds expended to date for this project are approximately $541,316 in addition to Federal funds of $3,000,000. New proposed Phase II funding will support new construction for expansion of the existing River and Coastal Center to create a research hub in which researchers and businesses from around the world can collaborate.
This is aimed at improving economic development and creating new jobs by enhancing interactions and collaborations among local businesses, entrepreneurs, and researchers that are addressing Louisiana's environmental vulnerabilities. The Center will include event space for workshops, co-working and office spaces, classrooms, meeting rooms, and visualization space, and will serve as an educational showcase for national and international visitors seeking to learn about the state's environmental vulnerabilities, resilience, and recovery efforts. (1) The need for coastal restoration and protection is clear. This project is supportive of the activities of the Louisiana Coastal Protection and Restoration Authority and the Water Institute of the Gulf. It is estimated that the State's ‘working coast’ is embedded with infrastructural assets valued at >$150B that support a population of >2M, one of the largest ports in the U.S., and an economy worth $12-47B. Yet, since the 1930s, nearly 1900 square miles of coast has been lost in Louisiana. Reversing this trend will prove critical to sustaining the prosperity of the State. Tulane University is developing the Tulane River and Coastal Center (TRCC) in downtown New Orleans to support CPRA and other agency priorities, including development and execution of the State Master Plan for coastal restoration and protection. The TRCC will promote revitalization of
New Orleans and sister communities by targeting immediate and longstanding needs through portfolios of research, education, and economic development. The core of the TRCC will be laboratory suites for applied research and an educational suite for courses and training. The TRCC also will have a public forum to support community outreach and that will afford opportunities for business incubation and technology transfer. (2) Geotechnical surveys, site surveys, facility design and construction drawings have been completed; local permits will be completed when ready to build. All neighbors have been consulted and are fully supportive of the project. (3) Tulane has a portfolio of properties throughout New Orleans; the TRCC will be the first development of riverfront
property adjacent to the Morial Convention Center. In Phase I a dilapidated section of an existing warehouse was demolished and
new construction completed adjacent to a serviceable section of the warehouse that will be retained for use. Phase II will allow for
expansion of research, educational, conference and public space to accommodate programmatic growth. (4) The TRCC will increase public access to the riverfront and support a dedicated staff that will execute research, outreach and economic programming to enhance coastal and community resilience.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The Tulane River and Coastal Center and related ByWater Institute is a new interdisciplinary effort that will establish the riverfront center in downtown New Orleans. This campus will serve as a magnet for research and investment, providing an exceptional platform for expanding existing and emerging economic sectors capable of restoring and protecting the coast and addressing other environmental impacts. The project will be developed in phases and will include new laboratory, exhibition, educational, and conferencing facilities.

What are the goals and objectives for achieving such purpose?
          Applied science and engineering research: The Center will support applied science and engineering research on the physical, biological, and coupled natural/human elements of rivers, coasts, and urbanizing deltas. Faculty and staff will work closely with partners and clients to develop and execute targeted research and restoration projects across the Gulf coast and other coastal regions around the world that are addressing similar challenges and opportunities.

Advanced education and training: The Center will also support conferencing and host university courses, technical certification courses, and lectures and seminars providing professional accreditation. The Center will also serve as a public forum for hosting professional societies and community groups.

Community Engagement: The Center will serve as a visitor's center to educate and inform the general public. Addressing city, state and national concerns, exhibitions will be staged to help residents and visitors understand coastal protection and restoration. The program will tell the story of the ecology, hydrology and uses of the Mississippi River, including how it can serve as a tool for rebuilding the Louisiana coast. The program will also address flood and hurricane protection, the reliance of coastal communities on ecosystem services from surrounding wetlands, interfaces between energy and the environment, and engineering a sustainable coast for future generations.

Business Incubation and Technology Transfer: The Center will further promote economic development by offering businesses and institutional partners opportunities to co-locate to spur academic/industry and public/private collaborations. The Center will help entities advance best practices by facilitating development, testing and commercialization of technologies or processes for coastal protection and restoration. Through institutional mechanisms available to Tulane and its associates, the Center will ensure protection of intellectual property generated by interested paties.
