Provide a summary of the project or program:
           The project largely involves proposed renovations of the area known as “The Old Cafeteria” of Our Lady of the Assumption School Building. The building is one of four that encompass the entire historic complex. The School was the primary reason that the complex was designated as a historic site and the significance and value of these buildings are still a vital part of the history of this community and the American chronology of the education of African American children.

In the early 1970’s the Federal Government ordered the Roman Catholic Diocese of Lafayette to integrate their schools or risk losing federal funding. In an attempt to integrate the schools, Our Lady of the Assumption School merged with St. Pierre’s Catholic School thus becoming the east and west campuses respectively. The initial plan stated that the eighth grades students would be moved to St. Pierre, a plan that none of the African American families supported and they respectfully exhibited their non-support by not sending any of their children to the newly divided campuses. During this period, there were many heated and “hated” debates at Carencro town hall meetings attempting to block the African American children from entering the school. They did not want African American children entering their schools with their white children. These town hall meetings are referenced in the book “Sharing the Bread”. Three to four years later the Diocese moved another higher grade from Assumption School to St. Pierre’s School. The African American parents feared for the safety of their children and again did not allow their children to attend St. Pierre school. The schools were not integrated until years later when a younger generation matured and were open to integration.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The mission Our Lady of the Assumption School is to restore and complete Phase I of renovating the part known as “The Cafeteria” into a Museum and Cultural Hall. The building facility is in a Cultural District and to this day it is a segregated part of City of Carencro. It will return to a place of prominence in the community, and to recommit the building to the founder of the school, “Saint Katharine Drexel” making it a center for educational, economic, health, social, cultural and spiritual development. The first step in working toward meeting our mission is renovating the old cafeteria.

The deterioration of the building is a direct result of lack of funds combined with improper maintenance by a community with very limited resources. The community has always been considered a majority low income African American. Because the school was such a source of pride for the community, many of the men in the community tried their hands, unsuccessfully, at plumbing, and carpentry. However, this only added to the deterioration of the building due to the unskilled craftsmanship that is necessary to maintain the integrity and historic value of the buildings. If funds were available and if the building had been properly maintained it would have made an excellent museum and/or multi-use cultural center.

The funding from this grant would allow the much needed repairs to be made in order to preserve the building as a Native and African American Museum. Its resurrection would serve as a catalyst of hope in the revitalization of a once thriving and vibrant historic monument. Although the amount requested may seem minimal, it is a modest sum in comparison to the overall cost of repairs for the entire project. For this reason, we have chosen to make the repairs in phases – one building at a time.

We are requesting funding from the state in order to return Our Lady of the Assumption School to a place of celebration and representative of a culture, language and music of this region.


What are the goals and objectives for achieving such purpose?
          Our Lady of the Assumption School building is located within the 70520 zip code, and consists of the most underserved population in the City of Carencro. The public schools in the City of Carencro have the highest percentage rate of free lunch recipients. As this project moves forward there exists opportunity to grow and utilize educational resources, social services, and green space for gardening and meditation. The hope is that this site can serve as a Historic Preservation Center to document and share our Heritage, Music, Art, Food and Culture. It will also be a socio-economic catalyst in an underserved community.
