Provide a summary of the project or program:
           Louisiana, and the country, is suffering from a crisis caused by the lack of organs available for transplantation. Nationally, there are more than 113,000 individuals on the waiting list in need of life-saving organ transplantations. Twenty people die each day waiting for a life-saving transplant and every ten minutes, another person is added to the national waiting list.

In our state, there are over 2,000 individuals on the transplant waiting list - the highest in our state’s history! While the number of transplants that occur each year has stagnated, the rate at which people are added to the waiting list is exponentially increasing. Additionally, only 1% of potential organ donors are eligible to become donors due to medical history, death circumstances, etc., resulting in less than 1% of deceased individuals actually becoming donors. It is still imperative to encourage people to become an organ, eye, and tissue donor so that if they have the ability to save lives, they can. Organ donation is a huge health crisis in our state.

Since 1999, Legacy Donor Foundation (LDF) has been battling the increasing number of individuals on our state’s transplant waiting list by educating citizens about the critical need for organ, eye, and tissue donation. Through public education and awareness activities, LDF promotes organ, eye, and tissue donation and fosters universal acceptance of this life-saving gift.

Ninety-five percent of those registering to become a donor in Louisiana do so through the OMV due to the state mandate that requires each person be asked whether he/she "would like to become an organ donor". Our long-time partnership with the OMV is an incredible part of our awareness activities because we have a tremendous opportunity to educate those needing or renewing a driver’s license as well as non-drivers, who will need a state-issued ID for Medicare or Medicaid.

To help the busy OMV staff fulfill their state-mandated responsibility, LDF provides each OMV with rack cards, counter mats, posters, brochures, etc. It is imperative that the staff is properly equipped with information to provide to all customers about the decision to become a donor. With limited time for OMV staff to discuss this important topic with each individual, these tools allow customers to inform themselves and feel confident in answering the question about registering to be an organ donor.

In addition to our statewide awareness campaign for Donate Life Louisiana, LDF is currently working on a very exciting initiative: Living Donor Louisiana partnering with the Donate Life America WELD program. Since 87% of individuals on the waiting list are in need of a kidney transplant, and because the average wait time for a kidney is over five years, we recognize that only encouraging people to become registered donors is not enough to stop the waitlist from growing. A living donor is able to donate one kidney to someone in need. Living Donor Louisiana will be a platform to educate citizens about the prospect of living donation, facilitate living donation with our state’s transplant centers, and empower those on the waiting list to potentially find their own donor from family members or friends.

LDF seeks funding from the state to continue this crucial partnership by supporting the costs associated with the educational materials for each OMV, Driving School and Donate Life partners across Louisiana. Additionally, LDF will also increase its focus on Drivers Education Programs. In Louisiana, we have approximately 69,000 - 15-year-olds getting a permit annually and this is also the first opportunity for these students to say "yes" to organ donation. We will enhance this outreach by printing information for the parents to be given during the parent's orientation. We hope that this information will become a topic of discussion and lead to more informed citizens and ultimately result in more registered donors in Louisiana.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          We want the citizens of our state to have all the information necessary to make an informed decision about becoming an organ, eye and tissue donor. Everyone has the potential to save as many as nine (9) lives, cornea donation can restore sight of two (2) people, and tissue donation can enhance the lives of 50 more.

The need for transplantation does not discriminate based on ethnicity, age or gender. People of all ages — from infants to great-grandparents — and from all types of backgrounds are on the waiting list.

Anyone can potentially be a donor regardless of age, race or medical history. Cancer, heart disease, diabetes, poor eyesight or cataracts may not prevent anyone from being a donor. Further, all major religions approve of organ, eye and tissue donation and see it as an unselfish act of charity.


What are the goals and objectives for achieving such purpose?
          - Increase organ, eye & tissue donation registration through the OMV
- Provide a greater focus on under-preforming markets
- Increase online registrations through the LA Donor Registry
- Stress the need for donation and dispel the myths associated with donation
- Build awareness programs with Driving Schools across Louisiana to help increase the number of first-time drivers registering as donors in Louisiana.

When LDF was founded, there were 450,000 names on Louisiana’s Organ Donor Registry. Through strong marketing and public relations campaigns. LDF has helped increase the number of names on the Louisiana state organ donor registry to over 2.6 million individuals today.

To implement our statewide awareness campaign, LDF uses outreach materials that include utilizing testimonial-based messaging of a recipient or someone on the waiting list to create large-scale awareness. We also provide materials and messaging to our Donate Life LA (DLL) Collaborative Partners and community-based organizations that serve large numbers to maximize our reach.

LDF will complement our statewide awareness campaign and partnership with OMV with its other dynamic programs. These include:

1) Partnerships with OMV's - Ninety-five percent of registered organ, eye, and tissue donors in Louisiana do so at the OMV. To assist individuals making that decision, LDF produces and provides each of our 79 OMVs with complimentary brochures, counter mats, posters, materials, etc. These items are utilized by the OMV staff when asking citizens if they chose to register as an organ donor. Each year, thousands of pieces of materials are provided to our partners.

2) Youth Awareness - Likewise, one component of LDF’s Youth Awareness is to provide materials to Louisiana’s driving schools to help them fulfill state mandate LARS 32:402.1, which requires all students preparing for a driver’s license to receive 30 minutes of organ donation education. LDF has created a specialized curriculum for educating youth, produced a youth video, and additional materials that can be utilized by the driving schools. Another aspect of Youth Awareness is an in-school youth advocacy programs, where high school students educate and inspire each other through peer-to-peer activities.

3) Media Campaign - LDF continues to develop commercials to be aired with partnerships with major syndicates in Louisiana. These commercials will tell the story of different organ recipients with messages to encourage others to register as an organ donor. Additionally, LDF leverages partnerships with newspapers to circulate ads to increase awareness.

4)Living Donor Louisiana - since 87% of individuals on the waiting list in Louisiana are in need of a kidney transplant, and because the average wait time for a kidney is over five years, we recognize that only encouraging people to become registered donors is not enough to stop the waitlist from growing. A living donor is able to donate one kidney to someone in need. Living Donor Louisiana will be a platform to educate citizens about the prospect of living donation, facilitate living donation with our state’s transplant centers, and empower those on the waiting list to potentially find their own donor from family members or friends.

The ultimate goal is to save/impact lives through organ, eye and tissue donation in Louisiana. By increasing awareness, donor designation rates (DDR) and living donors; we can make an impact now and for years to come.


With programs that continuously evolve to meet statewide needs and target geographic areas of lower donor designation rates, LDF’s goal is to increase the Louisiana Organ, Eye, and Tissue Donor Registry by 100,000 new registered donors by end of 2020.
