What is the entity's public purpose, sought to be achieved through the use of state monies?
          The purpose of Open Arms Shelter, Inc. in Winnsboro Louisiana is to address homelessness in which individuals, families, including children are facing. Presently, the nearest shelter to access is Monroe, Louisiana which is approximately 40.2 miles one-way. Homelessness affects us all, we have witness humans sleeping on porches, sofa surfing, or walking the streets until dawn. Children are displaced, experiencing sleepless nights, unsafe environments which effects their ability to produce in school. Open Arms Shelter's initiative is to provide a clean and safe environment for those who are being served become productive individuals in the community.

What are the goals and objectives for achieving such purpose?
          Main Goal: is to provide immediate housing, mental counseling, extended substance abuse treatment, veterans assistance, transportation and other services to any adult and/or child, homeless person and those who fall through the fissures in the existing network.

Objectives to Achieve Main Goal:

1. Demolition of present building: Donated Nursing Home.

2. Construction of new facility to incorporate the new shelter and the programs that will be a part of the initiative.

3. Within the new facility, there will be wings that will run as a woman's shelter, men's shelter, and family shelter. Also, there will be a kitchen facility working as a soup kitchen for the homeless in the shelter as well as the community itself. Office space will be provided for mental health, substance abuse, HIV/AIDS counseling, veterans, transportation, computer facility, library, GED programs, transitional housing, and all those seeking refuge. Future wise, additional office space will be provided for the expansion of the facility and it's needs.
