           Support for the expansion of the Existing Business Outreach programs of the North Louisiana Economic Partnership, which have increased dramatically in light of the COVID-19 pandemic. This includes existing business outreach through phone calls, surveys and other industry specific outreach mechanisms, as well as support for workforce initiatives that can help link and align resources for reemployment and retraining of residents to support the needs of employers. It also includes initiatives to support parishes and municipalities that may have access to recovery resources determine the highest and best uses for deployment and assisting those who will be applying for them.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          North Louisiana Economic Partnership (NLEP) is an Accredited Economic Development Organization as certified by the International Economic Development Council, and a Regional Economic Development Organization (REDO) as designated by the State of Louisiana. NLEP provides professional economic development services to a 14-parish region of North Louisiana, including lead generation, prospect management, business retention and expansion services, site development support, strategic research and workforce alignment initiatives. Its vision is for North Louisiana to be a thriving region - a destination for high quality talent, innovative companies, and global investment.

As a REDO, NLEP is a partner to Louisiana Economic Development for prospective and existing business support, site development, and research relevant to economic development. NLEP is also a partner to the Louisiana Workforce Commission, the Board of Regents, the Louisiana Community and Technical College System, and increasingly the Department of Education, as we all work together to better align education and training programs within the state with industry needs.


What are the goals and objectives for achieving such purpose?
          Goal 1: Assess the health of North Louisiana companies in critical industry sectors as they emerge from the COVID-19 shut-down, and identify resources needed to assist them in getting back to business (e.g. workforce, funding assistance, guidance on reopening and scaling up safely).

Objective: In order to expand NLEP’s existing business outreach programs, NLEP will reallocate more of its staff to this function in order to increase our outreach to North Louisiana companies and learn what their opportunities and threats are due to the COVID-19 crisis. The core programming of the NLEP is comprised of its staff members utilizing their industry connections and professional networks to identify resources that can help existing businesses be successful and profitable so they will not only remain in North Louisiana but ideally expand. This information gathering will be done through phone calls, emails and surveys, and at some point in the future in person meetings.

Goal 2: Identify opportunities to support existing businesses in becoming more resilient

Objective: Taking information learned from increased existing business outreach as noted in Goal 1, develop follow-up surveys and/or industry forums to learn how companies in target industries may have the opportunity to capture more business as a result of COVID-19 and determine how NLEP or other local, state or federal partners can help them be successful. Though the COVID-19 pandemic has created great stress on companies within the region, there may also be opportunities for some of them to capture new aspects of their corporate portfolios as corporate leadership teams evaluate reshoring and supply chain restructuring for future resiliency. This may require acquisition of industry intelligence to assist our team in determining where opportunities might exist, and it may involve the need to engage subject matter experts to assist NLEP in creating strategies for marketing North Louisiana’s strengths to assist our existing businesses be as competitive as possible for investment.
