Provide a summary of the project or program:
           This project focuses largely on stabilizing the Holy Rosary Institute (HRI) Main Building HRI is a structure recognized in the National Register of Historic Places and is significant to our country’s history. Founded in 1913, HRI began as an early vocational and technical school for young African American women. The school was staffed by priests and nuns dedicated to the spiritual and intellectual care of African American children. HRI has a legacy of providing education to African American people during a time when providing a full education to African Americans was illegal.

In 1974, due to a decline in enrollment, the facility was closed resulting in a lack of maintenance. The building began to deteriorate and presently has several areas in poor condition. This is truly a tragedy as the three-story 30,087 square foot wood framed and masonry structure is well designed and constructed properly. A licensed architect has inspected the building and determined that immediate attention should be given to stabilize the building. Although load bearing masonry walls are in good condition, they are rapidly deteriorating.
Recently, HRI was granted an African American Civil Rights Grant award from the National Park Service for $450,000 in support of building stabilization. This award has become a catalyst for hope in reviving the once thriving building. Although the grant is significant, it is a modest sum in comparison to the overall cost of fixing the building. For this reason, we turn to the state seeking assistance in returning HRI to a place of prominence in the region.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The mission of the Holy Rosary Redevelopment Corporation is to restore the 3-story building of Holy Rosary Institute, to return it to a place of prominence in the community, and to recommit the building to the founders' mission of making Holy Rosary a center for educational, economic, health, social, cultural and spiritual development. The first step in working toward meeting our mission is building stabilization.

The National Park Service grant has functioned as a catalyst for moving closer to stabilization and entities within the community have begun coming together to discuss future use of the building. Preliminary discussions have taken place with Lafayette General Hospital to begin the planning process for providing healthcare services to an underserved area of Lafayette. Discussions for artistic development of the site’s outdoor space are underway among Lafayette Consolidated Government and the Acadiana Center for the Arts.


What are the goals and objectives for achieving such purpose?
          Holy Rosary is located within the 70501 zip code, which consists of the most underserved population in Lafayette. As this project moves forward there exists opportunity to grow and utilize educational resources, social services, green space, housing and retail development on this tract of land. The hope is that this site can serve as a socio-economic catalyst in an underserved community.
