Provide a summary of the project or program:
           This request for capital outlay funds is for the restoration of the six lakes located near the Louisiana State University campus in Baton Rouge. These lakes are an iconic symbol for LSU and the State Capitol city, as well as heavily used recreational areas. Constructed in the 1920’s with the timbering of old Perkins Swamp and the damming of Bayou DuPlantier, the lake system consists of six urban lakes (University, City Park, Campus, College, Crest and Erie Lakes) with a cumulative area of approximately 275 acres. City Park Lake and Lake Erie are owned by the City-Parish of East Baton Rouge, while Campus, College, University and Crest Lakes are owned by Louisiana State University. LSU’s four lakes combined account for approximately three quarters of the total lake acreage. Over the past decades, the lakes have deteriorated significantly as a result of excessive nutrient accumulation, shallow depth and poor water quality. The lakes have been damaged by vast nutrient polluting in past years due to community development and expansion around the Lakes. These conditions have led to decreased water quality conditions, low oxygen levels and high water temperatures resulting in poor fishery and wildlife habitat and periodic fish kills. In addition, the water in all six lakes is repeatedly clouded with algae. These algal blooms and exposed sediment are unsightly and result in obnoxious odors. The lakes have become shallow. A 2014 engineering report concluded that state-owned University Lake, the largest lake in the system (196 acres), has an average depth of approximately 4 ft. City Park Lake, the second largest lake in the system (54 acres), has an average depth of 2.8 ft., more than 2 ft. below the Louisiana Department of Wildlife and Fisheries average depth requirement of 5 ft., the depth deemed necessary to improve water quality and support aquatic life. A 2008 report by the Army Corps of Engineers concluded that if no action is taken the lakes will continue to fill in with sediment and organic matter, resulting in even shallower depths; the water quality will continue to decline, resulting in increased fish kills and fewer recreational resources; and the fisheries and wildlife habitats within the lakes system will continue to degrade, resulting in decreased wildlife population and diversity. The lake system is located within the Mississippi Flyway, considered a major transit way for approximately 40% of all North American migratory waterfowl and shorebirds. Various waterfowl using the Lakes include mallards, wood ducks, ring-neck ducks, gadwalls and assorted domestic ducks. Belted kingfishers, the great blue heron, snowy egret and white pelicans also frequent the lakes in winter months. Erosion along the banks of the lakes will also continue to increase, causing even more dangerous road and recreational trail conditions for users of the lakes. The lakes provide recreational opportunities for sailboats, canoes, kayaks, paddle boards, fishing, jogging, walking and bicycling, and are a unique setting for recreational bird watchers and students studying waterfowl. The Baton Rouge and LSU communities, as well as hundreds of visitors, take advantage of these
recreational opportunities on a daily basis. There are existing shared bike/walking paths along portions of the lake banks, but there are a number of gaps in bike and pedestrian infrastructure, as well as several conflict points with motorized vehicles, which can create an unsafe environment.

The project will deepen the lakes to improve habitat, water quality and their ability to help reduce flood risk. It will also include the construction of mobility improvements, such as bike and pedestrian paths, lighting, and benches. Some of the mobility improvements will create or strengthen connections to surrounding, distressed neighborhoods that have historically not had direct access to the lakes.
