Provide a summary of the project or program:
           TCU Foodbank is requesting one-time funds to build a large refrigeration storage facility. The facility would have two of the largest non-water-cooled freezers and one large cooler. (The reason for non-water-cooled units is because of the fragile nature of water chillers during extreme weather). This facility would have its own emergency generator and the industry standard in monitoring systems. Each unit would be accessible by forklifts to allow for high volume storage and will be supported by a fully functioning loading dock. Each unit would have the capacity to hold the contents of the largest refrigerated 18-wheeler. This facility would be used to store frozen and perishable food for not only for TCU but also for other non-profits in the region providing emergency support.
TCU would provide the property for the facility to be placed. TCU would provide the upkeep, maintenance, and management of the facility. This facility would never be used or rented to any organization for profit. The cost of the facility would be approximately seven hundred and fifty thousand dollars ($750,000.00).

What is the entity's public purpose, sought to be achieved through the use of state monies?
          For over 39 years the TCU Foodbank has served the citizens of Terrebonne Parish. Over the years we have served hundreds of thousands of people in need. Providing not only food for mass distributions but also over twenty-one different programs to provide assistance for those of a particular need or difficulty and we are now extending services to Lafourche Parish because of the large unmet need in that parish. And during all these emergencies and disasters TCU has been there without question.
TCU is the primary emergency food provider in Terrebonne Parish. And while our facility is capable of handling the storage requirements of all of our programs under normal circumstances, the recent hurricane made it beyond clear that Terrebonne Parish is woefully unprepared for any type of repeat event. And it would be unrealistic to think that a direct hit of a hurricane or similar disaster in Terrebonne or Lafourche is not a very real possibility but a probability. A matter of not if, but when. So large capacity refrigeration is definitely one of our biggest needs and priorities.

          To provide adequate refrigeration and cold storage capacity to assist those in need during emergencies and to assist those who are dealing with food insecurity.
