Provide a summary of the project or program:
           The project was allocated $272,695 in P1 funds in Act 117, House Bill 2, year 2022. The System would like to request for the
$1,500,000 in cash line of credit, and $1,000,000 in Priority 5 funds. They have applied for a Water Sector Program grant in both
Round 1 and Round 2 funding. They are waiting on the results of Round 2; however, if they are not funded through the WSP, then
they will need Capital Outlay funds. Without either grant, the System will not be able to make these much needed improvements.
The previously approached LA DHH's Drinking Water Revolving Loan Fund for the improvements several years ago, but found the
loan is unaffordable due to the limited number of customers they have. The proposed project is located outside of Columbia in the
Hebert community, which is a rural, farming, ranching and forested area. The System serves 1,047 customers in Caldwell Parish
and Richland Parish. The project will construct a a new pumping plant, replace the well site ground storage tank and paint the
elevated tank in Year One; and replace existing water mains with larger size lines and construct a new shop building in Year Two.
Their pump station and shop building flooded in the March 2016 floods and more recently in Hurricane Delta (Oct. 2020), and the
new facilities will be constructed on higher ground. The System has grown over the years, and the distribution lines need to be
replaced with larger water mains, as the distribution system cannot transmit the proper water volume or pressure to all of their
customers. The Well Site Tank has holes and needs replacing. The System attempted to coat the interior with epoxy, but it is still
leaking. These problems if not addressed can place the system in violation of Title 51- Public Health- Sanitary Code, Part XII
Water Supplies, Chapter 1. Hebert Water System requests financial assistance from the State to make the following improvements
to correct water volume and pressure, bringing it back into LA Sanitary Code requirements. The funding for the project is spread
over a two year period. Year One request - $1,500,000 for the planning, design, permitting, and construction of the pump station,
ground storage tank, and painting of the tank. Year two request - $1,000,000 for planning, designing, permitting, constructing a
new shop building and distribution improvements. Both Year One and Year Two will require testing, surveying, environmental
investigations (wetland d/d, environmental study) and permits (parish, DOTD, USACE 404). The permits and environmental work
are shown in equipment ($30,000). Year One and Year Two will require project inspection ($32,450 - Y1 & $68,660-Y2), which
can be allocated under Misc. funds. Since these are public facilities supplying the public, potable water, it is important that an
inspector is present to ensure that construction of the facilities meet all approved plans, specifications and codes. Inspection
costs are estimated at 3.5% of the construction cost per State allowance under other grants. The Water System currently has
$500,000 in matching funds, and if Year One is funded under WSP, they will have that as matching funds for Year Two's
improvements.
