This Capital Outlay request is for planning, purchase and renovation of a building and / or the acquisition of Land and construction of a new building. This building will be a one stop shop for elderly services in Orleans Parish. It will also include the Administrative Office for the New Orleans Council on Aging, as well as have office spaces for other agencies serving the elderly and a regional Senior Center.

The New Orleans Council on Aging (NOCOA) exists to protect the rights, promote the well-being, and enhance the self-esteem of New Orleans elderly by generating opportunities for self-reliance and independence. NOCOA is a private, non-profit corporation which serves as the Area Agency on Aging for Orleans Parish. The agency is responsible for ensuring that a comprehensive and coordinated assortment of social, recreational, educational, and nutritional services are provided to persons aged 60 and over in the City of New Orleans. According to the US 2020 Census, Orleans Parish has a population of 81,076 residents that are aged 60 or older. Of these Older Americans living in Orleans Parish, 14,594 are living at or below the poverty level. This is attributed to them retiring from low paying jobs that offers very little in retirement benefits. Many of these retirees, are relying solely on government benefits to survive through their retirement. The average payout per month in the state of Louisiana for SSDI benefits is $1,423.08 with the average cost of living without paying rent in Orleans Parish being $990.39 for one individual living alone. Because many of these individuals were not able to purchase a house before retiring, they also have to cover rent with their benefits. The average one bed room apartment in New Orleans rents for around $1,250.00 a month. Add the addition of covering medical costs, and you can see that these elders do not have enough to live comfortably, and therefore they make cuts to their expenses. This usually comes in the form of skipping meals. In New Orleans there are 10,459 senior who are Food Insecure. This means that the individual has limited or uncertain availability of nutritionally adequate and safe foods in a socially acceptable way. Also in New Orleans there are 4,054 adults aged 60 and over, that have Very Low Food Security. This means the individual is Food Insecure with signs of hunger where the individual has “multiple indications of disrupted eating patterns and reduced food intake.”

The New Orleans Council on Aging (NOCOA) mission is to provide quality services to a growing older adult population in Orleans Parish.
The New Orleans Council on Aging responds to the needs of the Older Americans living in Orleans Parish by providing direct services such as light housekeeping and daily assistance, legal and advocacy services, caregiver support, nutrition (Meals on Wheels Program,) personal care services, utility assistance, in-home companions, and senior centers.
