Provide a summary of the project or program:
The Museum has $1,110,353 of bonds previously issued plus $17,889,647 in priority 1 funds FY24 Act 5 for a total of $19 M that are being utilized for projects in the current fiscal year that are underway and is requesting those funds be reauthorized. The Museum also has $12.3M of priority 5 funds in FY24 Act 5. Of the Total $12.3M of Priority 5, the Museum is requesting that the $5.8M that was moved to a NCLOC at the July Bond Commissioner's Meeting be moved to Priority 1 and that the remaining $6.5M Priority 5 funds be reauthorized for critical projects listed in this submission.
This request will support a number of projects that are critical to advancing the Museum’s educational mission and sustaining its impact as an economic and tourism driver for Louisiana. This application will support substantial upgrades to the Museum’s original permanent exhibit, The D-Day Invasion of Normandy Galleries, which is now 24 years old, as well as the 4D film Beyond All Boundaries, which is now 14 years old. Both projects are currently under FP&C management. The application will also support the development of the Museum’s corridor of facilities on Magazine Street that serve a number of important purposes. This includes a new two-story building at 1042-1060 Magazine Street that will have state-of-the art fabrication workshops to maintain and develop the Museum’s exhibits, as well as significant display space for visitors to access large-scale artifacts. The second floor will house an innovative and immersive leadership experience to educate thousands of local K-12 and university students and major corporate leaders. This corridor also includes back-of-house spaces to allow the Museum to attract the best and brightest talent and continue to employ more community members. These spaces will also be used to support the expansion of the Museum’s operations to create greater economic impact, by hosting more rental events and educational programs, accommodating larger groups, and more. Specific projects supporting these objectives are the Parking Garage Offices, currently under FP&C management; the third floor of 1040 Magazine Street; and 906-926 Magazine Street.
Finally, the application will improve the overall safety, accessibility, maintenance, and operation of the Museum’s campus. This includes the redesign and renovation of spaces, like the USS Tang, that could better serve visitors as well as projects within the Louisiana Memorial Pavilion, US Freedom Pavilion, and across campus to improve emergency power to protect artifacts during a power failure, enhance infrastructure, and promote life safety.
The National WWII Museum has been consistently recognized as the top attraction in New Orleans and one of the world’s leading cultural and educational institutions. To maintain and enhance this prestigious reputation, the Museum must make strategic investments to grow visitation, enrich the visitor experience, and improve the overall safety, accessibility, and operation of its campus. The Museum must continue to maintain and refresh its exhibits and campus to incorporate the latest advances in technology so that the visitors of tomorrow have the same educational and inspiring experience as the 10 million visitors that have visited to date.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Implement the Stategic Plan for The World War II Museum furthering one of the finest history museums in the world. The Museum attracts visitors each year to the City of New Orleans and the State of Louisiana. The Museum has become an economic engine for the City and the State and is a source of pride for its citizens The Museum tells the story of why the war was fought, how it was won and what it means today so that all generations will understand the price of freedom and be inspired by what they learn. Visitors to the Museum will understand that as stated by President Ronald Reagan "freedom is a fragile thing and never more than a generation away from extinction".
What are the goals and objectives for achieving such purpose?
After two decades, the Museum completed its original campus masterplan in November 2023 thanks to the Road to Victory Capital Campaign, which raised $420 million to build its seven-acre campus. In May 2024, the Museum’s Board of Trustees approved a new 10-year Strategic Plan for 2025-2035 as well as a long-term financial model and new fundraising campaign that will raise $260 million over the next decade. The Strategic Plan identifies Campus Investments & Visitor Experience as one of its major priorities over the next decade and outlines $100 million in construction and maintenance projects. These projects will ensure the Museum cares for what it has created and expands its educational impact, anticipating that by 2035, it will welcome 1 million visitors annually, provide free field trips for all Louisiana school groups, and significantly grow its impact on students and teachers.
What is the proposed length of time estimated by the entity to accomplish the purpose?
10 years
