Provide a summary of the project or program:
           The anniversary date of Hurricane Katrina always brings with it a storm of emotions. While many people state they would rather forget it happened, it remains a defining moment in our city’s and our state’s history that cannot and should not be forgotten. Slidell was the Louisiana city hardest-hit by Katrina, with a direct hit that left 40% of the city underwater, plus 95% of homes and businesses damaged or destroyed.

With the 20th Anniversary of that catastrophic event approaching, the challenge becomes a need to commemorate the event in a way that is respectful of the past and the emotional toll but also recognizes the progress we’ve made in the recovery efforts that 20 years ago seemed insurmountable.

“Katrina, Then and Now: 20-Year Community Commemorative Exhibition” is an arts and humanities event and historic preservation that will include artistic photos of the devastation wrought by Hurricane Katrina, (then) plus new shots from the present day showing those same locations in present time (now.) Also to be included in the exhibition is the Telly Award winning video, “Day of Destruction: Hurricane Katrina, Slidell, Louisiana,” which captured poignant stories relayed by (then) Mayor Ben Morris and Police Chief Freddy Drennan, plus many of the City of Slidell employees, local business people and citizens, and how the community came together, resolved to rebuild, assisted by so many faith-based and community organizations and volunteers.

“Katrina: Then and Now” provides an invaluable opportunity to tell Slidell’s story, which was often lost as media focused on New Orleans and the Mississippi Gulf Coast. To this day, there are many people who live nearby but remain unaware as to the mass destruction that resulted when the eye and greatest impact of Katrina passed over the city. It’s also an opportunity for newer residents, visitors and children who were not yet born at the time of the storm to experience a significant event in the city’s history.

For this exhibition, members of the community will be invited to submit their own “then and now” photos and artifacts for inclusion in a video montage of past and present. The public will also be encouraged to share their Katrina photos and stories on the event Facebook page. Lastly, some paper artifacts documenting recovery efforts, uplifting stories and media coverage will be included to round out the event. All of the submissions received will be archived in a time capsule documenting the event and experiences for future generations. These efforts will be supplemented with a dedicated website page on the Northshore Cultural Economy Coalition’s website, https://northshorecec.org.

The exhibition will be on display for four weeks in the George Dunbar Gallery/Slidell Cultural Center in City Hall, with an opening reception on the anniversary of Katrina, Friday, August 29, one day prior to a related event, the Spirit of Louisiana Second Line and Concert, to be held on Saturday, August 30. That event will feature a second line procession through Olde Towne Slidell, followed by a concert in the Slidell Municipal Auditorium. The concert will feature the Bucktown AllStars, the first band to perform in Slidell’s Bayou Jam Concert Series after Katrina. It’s especially poignant in that the concert will take place in the last of the Slidell buildings to be rebuilt after its predecessor was destroyed by Katrina.

Community outreach and event publicity will gently remind people that the event is not about being weighed down by the past but being uplifted by the recovery, to where we are now and the future that lies ahead.

Admission to the exhibition and the Spirit of Louisiana events are all free and open to the public.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          Founded in 2009 by the City of Slidell and East St. Tammany Chamber of Commerce, and established as an independent Louisiana non-profit organization in 2017, the mission of the Northshore Cultural Economy Coalition is to facilitate growth, development and increased awareness of the cultural economy and its impact by focusing on coalition building, public policy, business support, outreach, advocacy and arts education.

In keeping with that mission, the public purpose of this event is to utilize the arts and culture as a means to present an historic event in a meaningful and educational way, one which preserves that history for future generations. This event provides the public an opportunity to share their stories, their photos and their experiences as part of the community experience.

The incorporation of the time capsule ensures that these stories live on for centuries to come. Katrina forever changed the definition of who we are as individuals, as a city and a state, so it’s imperative that the pages of our history don’t just include the facts and figures of the storm but the humanity as well. This is the purpose of “Katrina: Then and Now.”

The overall project budget is $25,900 in event production, professional services and advertising/promotional costs, plus the cost of the time capsule. An estimated $9,000 of the budget will be provided by in-kind and pro bono services and donations. We are requesting state funding of $10,000, with the balance to be covered by sponsorships and private donations.


What are the goals and objectives for achieving such purpose?
          The goals and objectives are as follows:

1. To commemorate the milestone 20th Anniversary of Hurricane Katrina in an uplifting way that demonstrates how far the community has come from what seemed like an insurmountable event, while also being respectful and mindful that the event still has lasting impact on those who experienced the wrath of the storm and the aftermath.

2. To document the devastation and long-term impact of the storm for current and future generations while focusing on the human impact as well as the physical impact.

3. To preserve history by creating a time capsule including all of the exhibition documentation and public submissions, preserving the artifacts, stories and photos for future generations, with the time capsule to be added to the collection of the Slidell Museum, the city-owned historic museum.

This exhibition truly is a community-based arts and history project, with the community invited to be part of the event via their submissions. Additionally, the exhibition is free and open to the public, providing access to people regardless of socioeconomic status. The location of the gallery inside City Hall is handicapped-accessible and centrally located for easy access, with plenty of on-street parking plus supplemental parking in the Slidell Municipal Auditorium parking lot.

The planning and execution of the “Katrina: Then and Now” exhibition will span more than a year of preparation, outreach, connecting, promoting and preparing the works and artifacts for the event. Outreach to the community will begin in November of 2024, providing ample time for questions and reviewing public submissions. At the conclusion of the event in September of 2025, the components will be archived for the time capsule.
