           This request is for $30 million in funding to support construction of a 297,000 SF Biomedical Research Facility as a key element of the Tulane University portion of the Charity Hospital Redevelopment project in New Orleans. The total estimated cost for the Biomedical Research Facility at Charity is $252 million. As part of the 1,012,000 SF Charity Hospital Redevelopment Project, Tulane will be the owner of 535,000 square feet in the renovated building, including the Biomedical Research Facility (297,000 SF), the School of Public Health and Tropical Medicine (SPHTM), the Tulane Innovation Institute, space for mature corporate, pharma, and biosciences, and co-location space for the School of Science and Engineering and School of Business. Tulane's space will support a total of 1,705 jobs, including 500 temporary construction jobs. Of that total, 700 jobs will be directly connected to the 297,000 SF Tulane Biomedical Research Facility.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The entire Charity redevelopment project is currently estimated at $635 million in construction expenditures, producing a $1.2 billion impact on the state economy, approximately 7,300 jobs, and about $10.5 million in State tax revenues. Once completed, the site will support 1,700 direct jobs, producing an annual $530 million impact on the state economy, and generating about $6.7 million in State tax revenues. Through the Charity Hospital Redevelopment project and its Biomedical Research Facility, Tulane will expand the region's research and educational capacities, accommodating approximately 1,000 students, faculty, and staff across administrative offices, research areas, and classrooms. Additionally, the plan includes expanding the new Tulane Innovation Institute to support researchers and Louisiana start-ups in commercializing their discoveries, as well as shifting the School of Public Health and Tropical Medicine to the new premises. Overall, Tulane has a $5.2 billion economic impact on the region, including $2.3 billion in New Orleans and brings in over $200 million annually in research grants. With the completion of the redevelopment project, of which the Biomedical Research Facility is a major component, the University is expected to generate nearly $3.1 billion in total economic impact within Orleans Parish, supporting approximately 21,030 jobs with nearly $1.2 billion in earnings, contribute nearly $5.9 billion in total economic impact within New Orleans MSA, supporting 33,360 jobs with $2.1 billion in employee compensation, and create around $6.1 billion in total economic impact across Louisiana, supporting 34,690 jobs with about $2.2 billion in employee compensation by 2033.

What are the goals and objectives for achieving such purpose?
          Positioned as the centerpiece of Tulane's vision for downtown New Orleans, the reimagined Charity Hospital represents a bold initiative aimed at revitalizing the area and fostering economic diversity. With a projected cost of $635 million and an ambitious timeline, this endeavor signifies a substantial stride towards reinvigorating downtown New Orleans and establishing it as a vibrant hub for scholars, researchers, and residents alike. Tulane aims to enhance its research and educational capacities, accommodating approximately 1,000 students, faculty, and staff across administrative offices, research areas, and classrooms. Additionally, the plan includes establishing the Tulane Innovation Institute to support researchers in commercializing their discoveries, as well as shifting the School of Public Health and Tropical Medicine to new premises. This commitment reflects a major expansion of Tulane's downtown campus within the BioDistrict New Orleans, an economic development district that strives to grow the biosciences sector of New Orleans’ economy.
