           The proposed project includes:

1. Drainage on 7 of the 9 greens on the golf course. ($73,994.00)

A subsurface drainage system is a requirement of putting greens built to USGA recommendations. Drainage systems should be designed to remove excess water from playing areas in accordance with local and federal laws regulating drainage water disposal. The majority of golf courses constructed in the last 30 years have greens built to USGA standards and consequently they should drain well. (Our golf course was originally built in 1938 and dedicated in its current version in 1952. It is listed on the National Register of Historic Places). Improper drainage leads to soil saturation with water causing inadequate oxygen getting to the roots. If this happens, golf courses turf will quickly succumb to the stress and die.

2. New water irrigation system for golf course: ($450,000.00)

• Full HDPE piping
• 2-wire MAXI wiring
• New irrigation heads, including inner and outer heads around greens
• New central control system
• 90% irrigation coverage over property

Irrigation systems are essential for golf courses, mainly because proper water mechanics will ensure that the grass stays healthy. Too little water (lack of the irrigation system) can cause a problem

3. Two pre-emergent herbicide applications over 40 acres to include tees, fairways, rough, and green surrounds. This will mitigate weeds up to 95% and improve the grounds dramatically. ($20,366.00)

4. Foliar sprays between the months of April and November, and 2 granular fertilizer applications (early spring and late fall). ($14,985.00)

5. Cart path repair and replacement. ($98,830.00)

Excavation Scope of Work:
Demo and remove existing concrete cart path, approximately 550 Lf. The specified areas are in proximity to Pro Shop, Hole 3/6 and Hole 4. Install new Hot Mix Asphalt Cart Paths to specified areas at 6'-8' widths as base allows.
• Demo and remove existing concrete
• Compact subbase to prep for new asphalt cart paths
• Supply, place and compact 4" of HMA surface sidewalks (Two, 2" lifts for adequate compaction)
• Clean and dress edges and remove associated debris from project sites
Crack Filling Scope of Work:
Supply and place DOT approved SealMaster CrackMaster Supreme Hot Pour Crack Sealant
• Mechanically sweep and blow paths to remove dirt, debris and grass from cracks to prep for crack filling throughout
• Supply and place Crack Master Supreme Hot Pour Sealant throughout
• Clean up all associated debris
Seal Coating Scope of Work:
Clean and prep asphalt cart paths for adequate seal coating protection (approx. 7,500 Lf of cart path)
• Mechanically blow clean cart paths to remove dirt and debris to prep for seal coating
• Supply and place heavy layer Seal Master LV Ultra Pavement Sealer
• Clean up all associated debris from project site
Concrete Repair Scope of Work:
Repair/Replace damaged concrete areas for Hole 3/6 & Hole 4
Note: These areas are where there is existing concrete that is not replaced with HMA surface.
Cart Path Replacement (Concrete) where demoed and removed (Item 1)
• Replace damaged concrete areas with new 3,000 psi concrete that will be reinforce with heavy gauge wire welded mesh and doweled into existing concrete. Approximate replacement = approximately 1,600 Sf'
Note: This will include any fill in for smaller areas that are close to replaced sidewalk panels
6. Equipment storage unit with concrete floor. ($11,672.00)

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The public purpose sought to be achieved is the continued restoration of the Jerry Tim Brooks Golf Course. The golf course is a vital community asset that offers reduced fees golf play in an underserved community. Also, the continued establishment and administering of educational and recreational programs to positively impact the lives of underserved area youth and their families throughout Northwest Louisiana, by offering affordable and accessible golf and recreational facilities to serve those who have not had exposure to the game of golf and its positive values.

Golf in the area has been priced out of the budget for all low-income and many middle-income families, thus denying too many area youth and their families the opportunity to participate and benefit from playing golf and the exposure to golf’s ethical value system. The Foundation offers golf at a below market rate for youth and adults, which provides opportunity for low-income youth and their families to participate in golf. Our Foundation follows the First Tee model of a youth development organization that enables kids to build strength of character by integrating the game of golf with life skills. The Foundation also will continue to create programs, activities and educational opportunities that instill lasting, positive values for the youth served by the Foundation and its partners. Programs like our afterschool and in-school tutoring programs. Through the game of golf, the Foundation promotes life skills, leadership, teamwork, and educational growth among youth. The golf course and its facilities are the vehicles through which the Foundation can fulfill its mission. No other golf courses in the area provide reasonable costs that underserved youth can afford. They and their families are priced out of the game of golf.

The state monies used will provide infrastructure improvement to the golf course to maintain and protect the grounds and facility. Funding will enable the Foundation to maintain and upgrade its facilities and, in turn, expand access to its youth programs which teach core values, healthy habits, and positive character development.


What are the goals and objectives for achieving such purpose?
          The goals and objectives for achieving our purpose to enrich and enhance the lives of the area’s underserved youth with the goal of them becoming productive citizens include introducing them to the game of golf through golf instruction, classes, and competitions. And as always, a part of the golf instruction, classes, and competitions, is the teaching of good character, ethics and citizenship

           Our purpose is ongoing and continuous. As with all life learning for youth, it ends when they become adults. And then there are other youth to take their place. Our foundation has been in existence since 2008.
