Provide a summary of the project or program:
Each Richland Waterworks District seeks to replace multiple water mains on several roads. They have broken the project into two
years. In Year One, they are seeking $366,415 in P1 Cash Line of Credit. In Year Two they will be seeking $288,850. The
System has seven areas that need addressing. The water mains on these roads need replacing due to the fact that they have had
issues with the lines, since they are dead end roads. One of the areas, LA 17 and LA 854, has two master meters. LA DHH has
asked the water system to eliminate one of the master meters. This portion of the project will tie both of the lines together, which
will eliminate one of the meters. The remaining roads need excessive flushing to keep the water from being stagnant and struggle
with low pressure on these roads. Stagnant water can cause a build up of iron, manganese, color, and cause low chlorine residuals.
Low chlorine residuals can allow pathogens, germs, and bacteria in the system. The project will be construction an 8" water main at
LA 17 & LA 854, a 3" dia. main at Collins Dr. and LA 854, and a 3" dia. main on McHand Road, Weems Road, Dearman Road,
Walker Road, and Section Road. In Year One's construction, the lines on LA 17 and LA 854, and Collins Dr. and LA 854 will be
constructed. The costs include construction, planning, construction observation, environmental project administration, and legal.
Year Two will replace water mains on McHand Rd., Weems Rd., Dearman Rd., Walker Rd. and Section Rd. The costs include
construction, planning, construction observation, environmental project administration, and legal. Construction Observation,
Environmental, Project Administration, and Legal have all been included in the Equipment costs. Construction Observation should
be included, as this project provides potable drinking water and fire protection services, which are vital to the health and safety of
the public. Environmental has been included because the area is near Poverty Point, and a cultural study may be required.

The System seeks to replace existing water mains that are too small to serve customers with the proper pressures, replace dead end lines with valves and flush hydrants, and reduce main master meters. Dead end water lines should be flushed appropriately, to reduce iron, manganese, color and possible bacteria. The smaller lines in some of these areas have low pressures, and the replacement lines will provide better pressures.
