The project was allocated $213,583 in P1 funds, $1,000,000 in Direct Non-Recurring Revenues in prior years. $1,000,000 in P1
funds was appropriated in Act 5 year 2024 legislative session, but did not receive Bond Commission approval. Prior to 2023,
$272,695 was allocated in Priority 1 funds, of which $59,112 was spent, leaving $213,583 in Priority 1 funds. The proposed project
is located outside of Columbia in the Hebert community, which is a rural, farming, ranching and forested area. The System serves
1,047 customers in Caldwell Parish and Richland Parish. This request will ask for the $1,000,000 in P1- that has not received
approval from the Bond Commission- to be funded and approved. This money will be used to construct a new elevated tank and
install larger distribution lines from Pump Station to tank. With the $1,000,000 in Direct Non-Recurring Revenues and the
$213,583 in P1 funds (also in Year One (2025), the project will construct a new pumping plant with a ground storage tank (LA 561),
paint their existing elevated tank, replace a failing tank at the well site (LA 576), and construct a new 12'x18' pump station at the
well site (LA 576). Their pump station (LA 561) and shop building flooded in the March 2016 floods and more recently in Hurricane
Delta (Oct. 2020), and the new Pump Station and Ground Storage Tank will be constructed on higher ground. The System has
grown over the years, and the distribution lines need to be replaced with larger water mains, as the distribution system cannot
transmit the proper water volume or pressure to all of their customers. These problems if not addressed can place the system in
violation of Title 51- Public Health- Sanitary Code, Part XII Water Supplies, Chapter 1. Hebert Water System requests financial
assistance from the State to make the following improvements to correct water volume and pressure, bringing it back into LA
Sanitary Code requirements. The System intends to combine the Capital Outlay funds with funding from the Louisiana Department
of Health and Hospitals Drinking Water Revolving Loan Fund. The DWRLF funds will provide more than the required 25% match
for the project. A parcel of land will be required for the new elevated tank, estimated at $25,000. Items included in equipment
costs include DWRLF requirements, permitting, elevation certificates, soil boring and report for the new elevated tank, and
inspection. Since these are public facilities supplying the public, potable water, it is important that an inspector is present to ensure
that construction of the facilities meet all approved plans, specifications and codes. Inspection costs are estimated at 3.5% of the
construction cost per State allowance under other grants. The Year One project is currently being reviewed by LDH and FP&C,
and will advertise for bids, once all approvals have been received.

Address LA Department of Health and Hospitals Sanitary Survey in regards to a ground storage tank that needs to be repaired. Replace another ground storage tank that is leaking and in danger of failing. Replace a pump station that floods. Paint the existing elevated tank, which is also a Sanitary Survey item. Construct a new elevated tank and distribution lines to provide better pressures to the North end of the System, which struggles with low water pressures.
What are the goals and objectives for achieving such purpose?
The goal is to bring the system back into compliance with LDH by addressing the Sanitary Survey violations in regards to the two tanks and painting the elevated tank. Keep providing reliable service to customers. Without these improvements, the two ground storage tanks will fail, leaving the customers without water. Should the area flood again, there is a possibility that the existing pump station will fail leaving customers without water. Provide appropriate water pressures to remain in compliance with the State's Public Health Sanitary Code.
