Provide a summary of the project or program:
           Natchitoches Waterworks District No. 2 serves approximately 2,800 customers in the Natchez area of Natchitoches Parish. The system seeks to refurbish their existing water treatment plant. The System's source water has high amounts of iron and manganese, requiring treatment. The treatment plant was constructed in 2002-2003, and is in need of refurbishments. The
proposed project will rehabilitate the existing softeners, iron filters, brine system, chlorine facility, waste pump station, the pump
building, and the treatment plant building. Work will also include repainting the interior plant and pump building piping. In order to
keep in compliance with the State's Department of Health and Hospital requirements, treatment plants require refurbishments every 15 to 20 years. Filters and softeners become ineffective without replacement of the media, metal surfaces rust, and brine equipment corrodes. Failure to do so can lead to equipment failures, which can cause customers to be without water. Additionally, these failures can cause sanitary survey violations, and, if not addressed administrative orders. The System does not have the financial capacity to undertake this project. The System has a current debt for a loan from USDA for the Water Treatment Plant and other improvements completed in the early 2000s. They are unable to take on any additional debt, as it would make water bills unaffordable to their customers. The project has been broken into three years of funding. Year One ($1,004,400), Year Two ($1,076,400) and Year Three ($860,000). Each year will have planning, permitting, bidding and construction for a portion of the project.

          The System's water treatment equipment has reached the end of is life cycle. The softeners, filters, brine system, chlorine facility, and pumps need total replacement, or they run the risk of not properly treating the water. Should any treatment component have a reduced capacity, the water system will violate the State's and EPA's primary and secondary requirements for water. Additionally, should some components of the treatment fail, the customers will be without water.

What are the goals and objectives for achieving such purpose?
          Provide safe, reliable water service to customers. Stay within the State's and EPA's drinking water requirements.
