Provide a summary of the project or program:
N-E-W Carroll Water Association is in need of improvements to their water treatment plant. The water system serves approximately 1,200 customers in the Kilbourne area of West Carroll Parish. The Water Treatment Plant was constructed in 1972-1973 and refurbished in 1992-1993. The System has done an excellent job in maintaining their water treatment plant; however, the plant is in need of rehabilitation. The existing brine system is corroding their water treatment plant building, to the
extent that the bottom of a column has been completely corroded. The brine system needs to be moved away from the building. The treatment plant needs repairs from the brine system corrosion, and the building needs refurbishments. Currently, their site fencing does not meet the minimum requirements for security fencing around water facilities, and needs replacing in order to comply with the State's Title 51 Public Health Sanitary Code, Part XII Water Supplies. The system has performed repairs and maintenance on their softeners and iron filters, however, they have exceeded their useful life and need replacing. The proposed improvements include installing a new bulk salt and brine facility, refurbishing their wells with new well heads, constructing a new water well, repairing their plant building, replacing their fencing with the proper security fencing, constructing a new ground storage tank, refurbishing their existing iron filters and softeners. The System is having a water rate study performed to insure that their rates sufficiently support their system. The System does not have the financial capacity for these improvements, and obtaining a loan for the repairs is not feasible, as it would cause the water rates to increase significantly due to the cost and the number of water customers. The proposed project ideally, needs to be designed and constructed with one phase of funding. The system understands that the costs are great for these improvements; therefore, they have broken their request up into four years. Year One's request in the amount of $792000 will relocate the brine facility, replace the chainlink fencing, and refurbish a filter. Year Two's request will be in the amount of $1,413,450 and will focus on constructing a new well and repairing their existing wells. Year Three's request in the amount of $1,440,600 will construct a new ground storage tank, and refurbish a softener. Year Four's request will be in the amount of $1,150,000 will refurbish the plant building and will refurbish two softeners and one filter. All four years will have planning, permitting and construction.

The water treatment equipment has reached the end of its useful life. The equipment needs replacing in order to continue to treat water. Should the equipment fail, the system will not be able to treat the water properly or could lose the capability to produce any water for the customers. The equipment keeps the system in compliance with State and Federal Safe Drinking Water requirements. The existing brine system has caused deterioration in the treatment plant building, so much so that it has eaten completely through the bottom of a support column. The chainlink fence is not of the proper height or construction to provide the required security for a water treatment plant.

Provide safe, reliable drinking water to their customers. Fence the site with the property security fence to keep the potable water source, treatment and production safe. Repair the building to keep the building from failing.
