The requested funds are needed to initiate engineering planning and urgent repairs to Plaisance Water¿ System failing infrastructure. These funds will cover costs for this critical planning and the replacement of over 1,000 failing water meters that are at the end of their operational life. The total funds needed for this effort is $306k for meters and $40k for engineering planning. As part of the LDH DWRLF program requirements, the Water System is required to prepare and submit a System Improvement Plan (SIP) prepared by a licensed professional engineer. The primary objective of the SIP is to identify the water system’s needs to meet and achieve compliance with current and future drinking water regulations and provide a cost-effective means of meeting those needs. The SIP is to be prepared in accordance with LDH DWRLF requirements as provided in the LDH’s Guidance Document for Preparing a System Improvement Plant.
The engineering planning performed will support the below water capacity upgrades:
In order to resolve the water production capacity deficiency described above, a new potable water well and rehabilitation of the existing wells is proposed. The new water well will be constructed to produce as much potable water as possible, but the historical capacity of the producing sand at the treatment plant site is approximately 250 GPM. In addition to the new water well, the existing wells will be rehabilitated by cross washing the well screens to remove scale and mineral deposits that are restricting the screen openings and preventing more water to be produced. It is anticipated that the rehabilitation of the existing wells proposed will bring them back to their original design capacity.
