        North Caddo Community Coalition (NC3) is launching Project Secure the Hub, a transformative initiative to address poverty, food insecurity, and underemployment in the North Caddo Parish surrounding communities. By acquiring and revitalizing the long-abandoned Oil City School, NC3 will establish a fully functional, culturally competent community hub that delivers critical services, workforce development, and access to opportunity.
 
Identified Needs & Strategic Alignment
The communities we serve face layered barriers—high poverty (23% in Caddo Parish), declining population, limited access to fresh food, and a shortage of accessible career pathways. According to recent regional labor market data, food service and multimedia sectors present strong potential for workforce inclusion, especially for underrepresented populations. Yet, underserved residents often lack access to training, resources, or safe community spaces that facilitate advancement.
 
This project aligns with NC3’s mission to foster self-sufficiency, opportunity, and empowerment through education, innovation, and direct support. Project Secure the Hub is designed to create a scalable, sustainable model that addresses food insecurity, economic mobility, and educational disparities—rooted in the community’s own assets and culture.
 
Primary Goal
To acquire, restore, and operationalize the former Oil City School as a multipurpose community hub that will serve as the anchor for NC3’s programming.
 
Objectives
1. Secure and Renovate the Property
• Allocate $464,000 toward the purchase of the school property.
 
• Use the remaining $36,000 for essential renovations, safety upgrades, maintenance, and utilities.
 
2. Launch Culinary Arts and Food Security Programming
• Allocate $25,000 toward Culinary Arts program.
• Establish a culinary training kitchen offering ServSafe certification, catering experience, and entrepreneurship opportunities.
 
• Operate a feeding program and community pantry, supported by a local garden and farm-to-table model.
 
• Host community dinners and fundraising galas as a dual strategy for sustainability and social impact.
 
3. Activate Multimedia Workforce Programs
• Allocate $25,000 toward Multimedia program.
• Develop a multimedia production lab to train youth and adults in audio engineering, photography, and video production.
 
• Partner with local creatives and media professionals to offer mentorships, workshops, and industry-standard experiences.
 
• Support participants in building portfolios for employment in regional film, music, and digital media industries.
 
4. Offer Wraparound Services to Support Self-Sufficiency
• Allocate $25,000 toward Self-Sufficiency and Sustainability program.
• Provide space for elderly assistance, mental health workshops, job readiness coaching, and youth empowerment programs.
• Deliver culturally responsive and linguistically accessible services that reflect community diversity and resilience.
 
Use of Funds
All requested funds ($575,000) will go toward acquisition and activation of the hub:
• $464,000 will cover the cost to secure the property.
• $36,000 will support essential revitalization and operation needs, including safety improvements, minor renovations, utilities, and basic furnishings.
• $75,000 will cover the cost to execute programs.

This hub will be a catalyst for transformation—a place where families access fresh food, youth develop career-ready skills, and neighbors connect through shared purpose. Through strategic partnerships, community engagement, and data-informed planning, NC3 will ensure that Project Secure the Hub becomes a sustainable force for equity and empowerment in North Caddo Parish.
