        Provide a summary of the project or program:
                  
        Program Title: Louisiana Life Guard the Future
Public Purpose: Prevent the closure of public pools and child drownings due to lifeguard shortages across the state of Louisiana. This will be accomplished through a 5-year competitive grant program to increase the supply of lifeguards and teach free swim lessons across the state. LRPA will utilize state funds to issue an RFP to Louisiana municipalities and park and recreation agencies across Louisiana to solicit projects to conduct free lifeguard training and free swim lessons and to promote both within their communities. 
Year 1: $500,000 for a minimum of 9 grants to parks departments to build a pipeline of lifeguards to support the opening of public pools and to conduct free swim lessons.
Year 2: $400,000 to promote successes from year 1 and to award up to 7 more grants to build a pipeline of lifeguards to support the opening of public pools and to conduct free swim lessons.
Year 3: $300,000 to promote successes from years 1 & 2 and to award up to 5 more to build a pipeline of lifeguards to support the opening of public pools and to conduct free swim lessons.
Year 4: $200,000 to promote successes from years 1 - 3 and to award up to 3 more grants to build a pipeline of lifeguards to support the opening of public pools and to conduct free swim lessons.
Year 5: $100,000 to promote program successes and to share lessons learned with parks departments across Louisiana to prevent a lifeguard shortage in the future.

        What is the entity's public purpose, sought to be achieved through the use of state monies?
                  Louisiana Recreation & Park Association (LRPA) will launch Louisiana LifeGuard, a competitive grant program that will create free swim lesson opportunities and create a pipeline of lifeguards throughout the state in order to prevent the closure of public pools and future drownings. This will be done through contracts with the awarded municipalities, which will include goals and milestones and will be closely overseen by LRPA.
        
        What are the goals and objectives for achieving such purpose?
                  Goal 1: Public Safety - Prevent childhood drownings through swimming instruction and access to free water safety programs
Objective: By the end of 2025, provide free swim instruction to at least 5,000 children statewide, with a minimum of 75% demonstrating improved water competency (based on standardized water safety assessments).
Goal 2: Workforce Development - Equip teens and young adults with lifeguard certifications, creating jobs and career pathways across the state.
Objective: Train and certify at least 500 teens and young adults as lifeguards within the first 12 months, with 70% placed in summer or year-round aquatics jobs at public pools,  or local recreation departments.
Goal 3: Equity & Access - Ensure rural, urban, and low-income communities gain fair access to lifesaving programs that were previously out of reach
Objective: Expand programming to at least 10 underserved rural or urban communities the end of Year 1.
Goal 4: Keep Pools Open! – Keep Louisiana’s public pools and aquatic facilities open, staffed, and safe by creating a steady pipeline of local lifeguards
Objective: All functional public pools will open on time, offering regular operational hours, within the grant awarded communities and surrounding communities during the summer of 2027 (year 2).
