The project seeks to use state capital outlay funds to construct a permanent, publicly beneficial asset that expands access to affordable housing, promotes independent living, and reduces the long-term social and economic costs associated with institutional care.
This initiative directly aligns with the State of Louisiana’s goals to strengthen community infrastructure, improve quality of life for vulnerable populations, and stimulate local economic development through construction and ongoing service delivery. The facility will be designed to address the pressing shortage of affordable, accessible housing for seniors, while also integrating a licensed Adult Daycare Center to provide daytime supervision, social engagement, and health-related services. Together, these components establish a comprehensive, community-based model that supports aging in place and enhances neighborhood vitality.
The Affordable Senior Housing portion of the project will consist of modern, energy-efficient residential units designed in compliance with ADA accessibility standards. Units will be available to seniors whose income levels fall below 60% of the area median income, ensuring equitable access to quality housing. The development will include safety features such as grab bars, non-slip flooring, emergency alert systems, and accessible common areas. Landscaping, sidewalks, and outdoor seating areas will promote mobility and social interaction while maintaining compliance with state and local building codes.
The Adult Daycare Center will operate within the same facility, providing licensed, structured daytime services for seniors who require supervision or social engagement but do not need full residential care. The center will offer nutritious meals, recreational and cognitive activities, health monitoring, and caregiver respite services. This dual-purpose design maximizes the use of state investment by meeting multiple public needs within one site—housing stability, community safety, and access to essential daily supports.
The multi-use spaces within the complex will serve as community hubs for health workshops, social services coordination, and intergenerational activities in partnership with local agencies, schools, and faith-based organizations. These shared-use areas will also be available for emergency response coordination or public safety use during disasters, furthering the project’s alignment with Louisiana’s capital investment priorities.
Capital outlay funding will be used for land acquisition, site preparation, utility connections, structural construction, and interior build-out to ensure the project’s completion as a long-term public asset.
