        Program Description
The entity seeks general appropriation funding to support the ongoing operational costs of the Affordable Senior Housing and Adult Daycare Facility, ensuring the long-term sustainability of this essential community resource. The funding will enable continuous delivery of safe, affordable housing and quality programs that improve the health, independence, and well-being of Louisiana’s seniors while benefiting the surrounding community.
The facility will serve as a comprehensive hub for senior living and engagement, combining affordable housing, licensed adult daycare services, and community-based programming under one roof. The requested funding will sustain core operational functions including staffing, utilities, building maintenance, insurance, and program administration necessary for efficient and compliant operation.
1. Affordable Senior Housing Operations
The housing component will provide secure, ADA-compliant, and energy-efficient units for seniors living on fixed or limited incomes. Operational funds will ensure:
Regular property maintenance, sanitation, and safety inspections.
Utility and insurance coverage for all residential and common areas.
Resident support services such as wellness checks and coordination with community resources.
These supports will maintain affordability and promote safe, independent living for older adults.
2. Adult Daycare and Supportive Services
The on-site licensed Adult Daycare Center will offer structured daytime services that promote social connection, cognitive engagement, and health stability. Funding will cover:
Salaries for qualified staff, including caregivers, program aides, and activity coordinators.
Daily meals, transportation coordination, and wellness monitoring.
Supplies and equipment for enrichment, recreation, and health activities.
This component reduces caregiver burden, delays institutional placement, and enhances seniors’ daily quality of life.
3. Community and Multi-Use Spaces
Flexible multi-use spaces within the facility will host wellness programs, community meetings, educational workshops, and intergenerational events in partnership with local agencies, schools, and nonprofits. Operational funding will support:
Maintenance, scheduling, and utilities for shared spaces.
Coordination of community programs that promote healthy aging and social inclusion.
Facility readiness for emergency response or disaster relief use when needed.
4. Fiscal and Community Impact
Appropriation funding will ensure this project remains a self-sustaining public asset that generates long-term community benefit. The facility will create permanent jobs, stimulate local economic activity, and reduce public expenditures associated with long-term care. Ongoing evaluation will include occupancy rates, program participation, and participant satisfaction to demonstrate measurable public impact and fiscal accountability.

What is the entity's public purpose, sought to be achieved through the use of state monies?
                  Public Purpose Statement
The entity’s public purpose is to enhance the quality of life, independence, and safety of Louisiana’s low-income seniors through the creation and operation of an Affordable Senior Housing and Adult Daycare Facility. The project seeks to use state funds to establish a permanent, publicly beneficial asset that addresses the growing need for affordable housing, supportive care, and community programming for aging residents.
Louisiana faces a shortage of accessible and affordable housing for seniors living on fixed incomes. Many older adults experience housing insecurity, limited mobility, and social isolation, leading to declining health and premature institutionalization. This project directly addresses these challenges by providing safe, affordable housing and daytime services that allow seniors to remain active and engaged in their communities.
The Affordable Senior Housing component will include energy-efficient, ADA-compliant units designed for accessibility and comfort. Rent will be structured for low- to moderate-income seniors, ensuring affordability without sacrificing safety or dignity. Each unit will include age-friendly features such as grab bars, roll-in showers, and emergency alert systems. These improvements promote independent living and reduce reliance on costly institutional care.
The Adult Daycare Center will operate within the same facility, offering licensed daytime services including health monitoring, nutritious meals, social and recreational activities, and caregiver respite. The program supports family stability and reduces the burden on long-term care systems while keeping seniors connected to their community.
Additionally, multi-use community spaces within the facility will host wellness programs, educational workshops, and intergenerational events in partnership with local organizations, faith-based groups, and healthcare providers. These shared spaces strengthen neighborhood ties, encourage volunteerism, and create opportunities for community collaboration.
The use of state funds for this project serves multiple public interests:
Expands access to safe, affordable, and accessible senior housing.
Provides cost-effective community-based care that reduces reliance on institutional facilities.
Enhances community engagement and access to wellness and educational programs.
Creates construction and permanent jobs, supporting local workforce and economic development.
Establishes a long-term, sustainable infrastructure asset that will serve public needs for decades.
In addition to improving quality of life for seniors, this project will generate measurable economic and social benefits for the State of Louisiana. Construction and operations will create local employment opportunities, support small businesses, and reduce public healthcare expenditures through preventive, community-based services.
Through this initiative, state investment will result in a tangible, lasting public benefit—an inclusive, service-oriented facility that advances the state’s goals of improving housing stability, public health, and community resilience for Louisiana’s aging population.
