        Project Summary: Divine Kingdom Ministries Safe House Transition Center
Divine Kingdom Ministries Youth Empowerment Center (DKM), located in Vivian, Louisiana, proposes the development of the DKM Safe House Transition Center, a 24-hour, fully staffed residential program designed to serve at-risk youth ages 14–18 in rural communities. This initiative responds to the growing need for safe, structured environments where vulnerable youth can receive guidance, stability, and the resources necessary to transition successfully into adulthood.
The DKM Safe House Transition Center will provide both temporary housing and holistic life development services to youth facing homelessness, family instability, neglect, or behavioral challenges. The Center will be a place of safety, healing, and empowerment—integrating education, faith-based mentorship, and skill-building to help young residents become self-sustaining, responsible, and emotionally resilient adults.
Participants will receive personalized case management, educational support, and hands-on training in essential life skills such as cooking, cleaning, budgeting, personal hygiene, and conflict resolution. The Center will also provide career readiness and workforce training programs to prepare youth for long-term independence and employment. Through these structured activities, residents will develop self-confidence, discipline, and the ability to navigate real-world responsibilities.
All residents of the Safe House Transition Center will be required to participate in existing DKM Youth Empowerment Center programs, which include academic tutoring, agriculture and sustainability training, leadership development, and performing and visual arts. These programs reinforce the spiritual, emotional, and creative growth of each youth, helping them discover their strengths and potential. By combining practical life training with personal enrichment and mentorship, DKM will nurture well-rounded youth who are spiritually grounded, mentally strong, and emotionally balanced.
The facility will be fully staffed around the clock to ensure the safety and well-being of each resident. Staff will include a Program Director, licensed social worker, resident advisors, life skills instructors, and security personnel. The center will also partner with local schools, workforce development agencies, and community organizations to create pathways for continued education, job placement, and community reintegration.

        What is the entity's public purpose, sought to be achieved through the use of state monies?
                  The public purpose of the Divine Kingdom Ministries (DKM) Safe House Transition Center is to provide a safe, structured, and supportive environment for at-risk youth in rural Louisiana, particularly in underserved communities like Vivian. Many young people in these areas face homelessness, family instability, poverty, or lack of access to essential resources. The Center will directly address these challenges by offering around-the-clock transitional housing, mentorship, and life skills training to youth ages 12–18. Through the use of state funds, DKM will ensure that these youth have a secure place to live while receiving guidance and education that equips them for a stable, productive future.
The program’s broader public purpose is to reduce youth homelessness, unemployment, and juvenile delinquency by providing education, vocational training, and emotional support that empower participants to become self-sustaining adults. State resources will help fund professional staff, educational materials, job readiness programs, and essential facility operations that create a consistent and nurturing environment. By investing in this initiative, the state helps bridge critical service gaps in rural areas where social programs and youth housing are limited. This investment not only supports individual transformation but also strengthens families and communities through prevention, stability, and empowerment.
Ultimately, the use of state monies will help DKM achieve its goal of producing spiritually, mentally, and emotionally well-rounded young adults who contribute positively to society. The Center will cultivate independence, personal responsibility, and community engagement among participants—fostering a generation of young people who are equipped to overcome adversity and lead productive lives. The long-term public benefit is a stronger, safer, and more resilient community where youth are supported, cycles of poverty are broken, and opportunities for success are expanded across rural Louisiana.

        What are the goals and objectives for achieving such purpose?
                  The program’s objectives are to:
*Provide safe and supportive transitional housing for rural youth in crisis;
*Teach essential life and financial skills that lead to independence;
*Foster academic success and career readiness through hands-on training and education;
*Support spiritual, emotional, and mental health through counseling and mentorship; and
*Reduce youth homelessness and delinquency by providing structured opportunities for growth and empowerment.
Expected outcomes include improved academic performance, employment readiness, and emotional stability among participants. Youth who complete the program will demonstrate independence in managing finances, maintaining a household, and pursuing educational or vocational goals. By cultivating both practical and spiritual development, the DKM Safe House Transition Center will help create a generation of responsible, compassionate, and purpose-driven young adults.
