        Investing in better business ventures for the specific target area, will support economic development which has been devoid during the last several years. Also, there is an overwhelming need to support educational services for area schools which are sorely lacking in many resources and tutoring services. The benefits from this project for the thirty-ninth district of Louisiana are: programs will assist in lowering the current poverty rate, by providing more jobs from business development. Also, educational supplements will assist in the higher graduation rates thereby, placing more individuals in a position of training and/or job readiness for this location in the near future.

        What is the entity's public purpose, sought to be achieved through the use of state monies?
                  Historically there were more than 40- small businesses in this area in 2005 which marked the first printing of the MLK- Community Development Corporation Business directory.  Previous years showed the area peppered with small businesses during the 1960s-80s. However, currently this number has been trimmed to only about half that amount for citizens residing in the MLK area. There has been an influx of business owners who are of foreign descent buying local businesses and the addition of two mainstream dollar stores, however, one of these stores has now relocated to another area. The area is comprised of a large population of single parent homes, and two parent homes with many children attending local schools qualifying for free/reduced lunches.  Therefore, there is an overwhelming need to provide many citizens with economic development and educational initiatives, in order to prevent this process from recurring.
        
        What are the goals and objectives for achieving such purpose?
                  The overall goal is two-fold – 1.) To assist our public schools with valuable materials not already supplied by the local system. Budgetary changes from Caddo have cut the Title -1 funding for our local schools. 2.) Economic development to encourage more business ventures that meet the needs of the current population, including business education and training for all participants at the start up level. There are very few market level stores in this area. This project will provide for reinvestment in the neighborhood as a whole by removing the stigma of the area being labeled as a food desert. This includes lobbying the city councilwoman for support for a grocery store for this area, which is now devoid of many amenities, (ie. no coffee shops, retail plazas, laundry mat, etc.).
Any increase in the educational levels helps Louisiana which has shown growth in recent years after adopting a policy of more “Basic Learning Principles”. The MLK-CDC instituted its Summer Basics program in 2021 and extended this data to the local school system which showed much promise in educational performance by adopting these same principles. Since that time several of the area schools have increased their SPS-school performance scores which is directly related to basic learning needs.
Funding will also assist in summer educational support, which is much needed in this area. For the past three years MLK-CDC has sponsored three summer camps for our area Title 1 schools, that would have been devoid without the organization’s funding for these projects. The overall goal is to expand these services and encourage more business ventures that meet the needs of the current population, including business education and training for all participants at the start up level. As the largest community in Shreveport, providing for reinvestment in this community elevates the city of Shreveport in terms of drawing more business ventures to the city, as there is a more educated workforce to sustain the businesses.
