           In Louisiana, drowning was the third leading cause of injury-related death in children ages 0-14 for the 2017-2019 period, according to the Louisiana Department of Health’s most recent Child Death Review Report. The CDC reports that formal swimming lessons can reduce the risk of drowning by 88%. To address this urgent public safety concern, the YMCA seeks funding to install new pool heaters and a shade structure at the Dow Westside YMCA, enhancing the facility’s safety and year-round capacity to provide swim lessons and water safety programs throughout all seasons.

          Drowning remains a critical public health concern in Louisiana, ranking as the third leading cause of injury-related death for children ages 0–14 from 2017–2019, according to the Louisiana Department of Health’s most recent Child Death Review Report. The CDC reports that formal swim lessons can reduce the risk of drowning by 88%.

To address this urgent safety need, the YMCA seeks funding to install new pool heaters and a shade structure at the Dow Westside YMCA, expanding the facility’s capacity to provide swim lessons and water safety programs year-round. These enhancements will ensure that children and families have consistent access to lifesaving aquatic instruction regardless of weather or season.

The Dow Westside YMCA operates the largest drowning prevention program in West Baton Rouge Parish, serving youth and families who otherwise lack access to safe swim instruction. Through adaptive lessons, lifeguard certification courses, and community partnerships, the YMCA’s programs build confidence, teach vital safety skills, and create pathways to employment in aquatics—all while advancing the organization’s mission to ensure that every child has the opportunity to learn, grow, and thrive in a safe environment.


What are the goals and objectives for achieving such purpose?
          The goal of this project is to reduce drowning risk and expand year-round access to lifesaving water safety programs in West Baton Rouge Parish.

Objectives include:

Enhance safety and accessibility by installing pool heaters and a shade structure, allowing lessons and aquatic programs to operate consistently in all seasons.

Increase participation in swim lessons, adaptive aquatics, and lifeguard training—targeting at least a 25% increase in youth participants from underserved areas.

Strengthen community capacity by training additional swim instructors and lifeguards, creating local employment and leadership opportunities.

Promote public awareness of water safety through school and community outreach, ensuring that families understand the importance of swim education and supervision.

Collectively, these objectives support the YMCA’s mission to build a healthier, safer, and more connected community, while directly addressing one of Louisiana’s most preventable causes of childhood injury and death.
