The Tyrone Jefferson Foundation respectfully requests funding support from the State of Louisiana to implement the Prostate Health Access, Counseling, and Awareness Initiative (PHACAI) — a community-based program focused on expanding access to prostate cancer screening, counseling, and education for men in the Greater New Orleans area and surrounding parishes. The initiative was inspired by Pastor Tyrone Jefferson, a respected faith leader in the New Orleans community who was diagnosed with prostate cancer in 2024. His personal journey and public advocacy have become a source of hope and motivation for men and families across the region, emphasizing the urgent need for early detection, awareness, and compassionate care.
Prostate cancer remains one of the most serious health challenges for men in Louisiana, particularly among African American men, who face higher rates of diagnosis and mortality. Many men in the Greater New Orleans area experience barriers such as lack of access to healthcare, limited awareness of preventive screenings, and cultural stigma surrounding men’s health issues. Pastor Jefferson’s experience revealed the importance of community-driven outreach that combines medical access with faith-based support and culturally sensitive education.
Through PHACAI, the Tyrone Jefferson Foundation will launch a comprehensive program built around four key components: screening, counseling, education, and community engagement. The initiative will provide free prostate-specific antigen (PSA) screenings in partnership with local hospitals, clinics, and mobile health units, making preventive services more accessible to men in underserved neighborhoods. Screenings will be offered at trusted community spaces such as churches, recreation centers, and local events to reduce fear and increase participation.
The program will also provide counseling and peer support for men diagnosed with prostate-related conditions, as well as their families. Licensed counselors and trained volunteers will lead one-on-one and group sessions that address the emotional, mental, and spiritual aspects of diagnosis and recovery. These sessions will create safe spaces for open dialogue and help reduce the stigma that often prevents men from seeking help or continuing treatment.
Education and outreach will form the foundation of PHACAI’s awareness efforts. Monthly workshops and health fairs will provide practical information on prostate health, prevention, nutrition, and the importance of regular screenings. Educational materials will be designed to be culturally relevant, accessible, and distributed through both digital and in-person channels to reach men across diverse communities in Orleans, Jefferson, Plaquemines, and St. Bernard Parishes.
The Tyrone Jefferson Foundation will collaborate with local healthcare providers, community organizations, and faith-based institutions to measure program outcomes, including the number of men screened, changes in health awareness, and connections to follow-up care. The evaluation process will ensure accountability and demonstrate measurable improvements in community health outcomes.
This initiative aligns with Louisiana’s priorities to reduce health disparities and expand equitable access to preventive care. Rooted in the values of faith, resilience, and service, the Tyrone Jefferson Foundation is committed to improving men’s health outcomes in the Greater New Orleans area. With support from the State of Louisiana, the foundation will expand its impact, save lives through early detection, and strengthen the overall health and wellbeing of families across the region.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The Tyrone Jefferson Foundation seeks to advance the public purpose of improving men’s health outcomes, reducing health disparities, and promoting equitable access to preventive healthcare in the Greater New Orleans area and surrounding parishes. Through the use of state funds, the foundation aims to address one of Louisiana’s most pressing public health challenges — the high incidence and mortality rates of prostate cancer among men, particularly African American men and those in low-income or underserved communities.
The foundation’s public purpose is to enhance the overall wellbeing of Louisiana residents by expanding access to early detection, education, and support related to prostate health. State funding will directly support activities that protect and promote public health, including free prostate cancer screenings, counseling services for men and their families, and awareness campaigns that encourage early detection and healthy lifestyles. By removing financial, geographic, and social barriers to care, the foundation will help individuals take proactive steps toward maintaining their health, reducing the burden on emergency and long-term healthcare systems.
This initiative also contributes to the State’s goals of preventing disease through early intervention, improving community health equity, and strengthening partnerships between public, private, and faith-based organizations. The foundation’s community-based model brings healthcare to people where they are — in churches, recreation centers, and community halls — making prevention approachable, accessible, and culturally relevant.
The foundation’s mission was inspired by Pastor Tyrone Jefferson, a respected New Orleans faith leader who was diagnosed with prostate cancer in 2024. His experience revealed the urgent need for community-based outreach that bridges the gap between traditional healthcare services and the communities most at risk. His journey demonstrated that awareness and education, when paired with compassion and faith, can transform fear into action and help men seek care earlier, improving survival and quality of life.
The public benefit of this initiative extends beyond individual health. Early detection and education reduce healthcare costs associated with advanced cancer treatment, increase productivity by keeping men healthier and active in the workforce, and strengthen families and communities through improved health literacy. Counseling and support services will also contribute to better mental health outcomes, reducing anxiety, depression, and isolation often associated with cancer diagnoses.
Through collaboration with healthcare providers, nonprofits, and local institutions, the Tyrone Jefferson Foundation will use state resources to deliver measurable community impact. The program will reach hundreds of men each year through screening events and educational sessions, while also building a sustainable network of support that continues beyond the initial grant period.
In alignment with Louisiana’s strategic public health priorities, the foundation’s work serves the broader public purpose of saving lives through prevention, promoting health equity, and fostering a culture of wellness and empowerment in communities that have historically been left behind. The initiative reflects the State’s values of compassion, collaboration, and accountability, ensuring that every dollar invested results in tangible improvements in public health.
By supporting this effort, the State of Louisiana will help fulfill a critical public purpose — ensuring that men in the Greater New Orleans area and beyond have the knowledge, access, and support they need to live longer, healthier lives, while building stronger, more resilient communities for generations to come.

What are the goals and objectives for achieving such purpose?
The Tyrone Jefferson Foundation has established clear goals and measurable objectives to achieve its public purpose of improving men’s health outcomes, reducing prostate cancer disparities, and increasing access to preventive care and support services in the Greater New Orleans area. These goals directly align with Louisiana’s statewide priorities for equitable healthcare access, chronic disease prevention, and community wellness.
