Project Family Build is Fathers On A Mission’s (FOAM) comprehensive, evidence informed social services intervention program designed to strengthen fathers, families, and communities while addressing state priorities related to workforce participation, family stability, behavioral health, and crime prevention. The program provides coordinated case management, employment and workforce development services, mental health support, and father engagement strategies to low income and justice impacted fathers and father figures.
Participation begins with a confidential, trauma informed intake and assessment conducted by a FOAM Case Manager and Social Worker. The assessment evaluates tangible needs such as employment status, income, housing stability, education, legal barriers, and access to childcare, as well as intangible needs including mental health status, emotional regulation, parenting capacity, co-parenting dynamics, and family relationships. Assessment data is documented and reviewed to ensure appropriate service placement, prioritization of high-need participants, and compliance with state eligibility and reporting requirements.
Following intake, participants collaborate with FOAM staff to develop an Individualized Family Service Plan (IFSP). The IFSP establishes measurable goals, service milestones, timelines, and accountability measures focused on increasing workforce participation and job retention, improving behavioral and mental health outcomes, enhancing responsible father engagement, and stabilizing housing and household functioning. The plan is reviewed with the participant to ensure informed consent, commitment, and active participation.
Project Family Build delivers services through FOAM programming and formal referral partnerships. Employment and workforce development services include job readiness and occupational training, résumé development and interview preparation, employment placement, job retention support (coaching, conflict resolution, attendance accountability, and employer communication), and assistance obtaining employment-related documentation. Mental and behavioral health services include individual and group counseling, fatherhood-focused therapeutic interventions, crisis intervention, and referrals to licensed mental health providers. Father engagement services include evidence-informed fatherhood education, co-parenting and family reunification support, strategies to promote consistent engagement in children’s lives, and structured father-child bonding activities. Stability and supportive services include housing stabilization and rental assistance, childcare coordination, legal support including criminal record expungement and child-support navigation, application fee assistance, emergency utility support, food and nutrition assistance, and clothing and household goods, including professional attire.
Each participant is assigned a Case Manager responsible for ongoing monitoring, documentation, and service coordination. Progress is tracked using standardized benchmarks aligned with state performance indicators, including employment, job retention, housing stability, and program engagement. All records are maintained in compliance with state data, confidentiality, and reporting standards.
By addressing unemployment, family instability, and untreated behavioral health needs, Project Family Build supports public safety and long-term crime prevention through family-based intervention. Program effectiveness is measured through service plan completion, employment and job retention outcomes, improvements in father engagement and family stability, participant satisfaction surveys, and continued participation beyond program completion. Notably, over 40% of participants remain voluntarily engaged with FOAM after completing their IFSP, demonstrating sustained impact and program effectiveness.
