Public Purpose and Intended Use of State Funds:
The YMCA of the Capital Area seeks to advance a clear public purpose: reducing preventable childhood drownings and improving public health outcomes by ensuring every child has access to life-saving water safety skills.
Through the use of state funds, the YMCA will implement a universal, school-based drowning prevention and swim intervention program serving all second-grade students in East Baton Rouge Parish Schools.
This investment directly supports statewide priorities in education, public health, and workforce stability by:
1. Providing equitable access to essential safety skills regardless of income or background
2. Reducing the risk of accidental drowning, a leading cause of death among children
3. Supporting working families by delivering programming during the school day
4. Creating long-term cost savings by preventing avoidable emergencies and healthcare interventions
Scope and Investment:
The YMCA plans to serve approximately 3,500 second-grade students during the 202-2027 academic year through this initiative.
Cost per child: $200
Total investment requested: $700,000
This funding will support instruction, certified lifeguards and swim instructors, pool operations, transportation coordination, and program evaluation.
Expected Impact with state support, every participating child will gain:
1. Foundational swimming ability and water survival skills
2. Increased confidence and reduced fear in aquatic environments
3. Knowledge of safe behaviors around water
This is a proven, scalable intervention that delivers measurable outcomes and ensures that no child is left without access to a life-saving skill.
What are the goals and objectives for achieving such purpose?
Goal: To reduce childhood drowning risk and improve public health outcomes by ensuring all second-grade students in East Baton Rouge Parish develop essential water safety and swimming skills.
Objectives:
1. Universal Access
Provide structured swim instruction and water safety education to approximately 3,500 second-grade students in one academic year, ensuring equitable access regardless of income, geography, or prior experience.
2. Skill Development
Ensure that at least 80% of participating students meet or exceed defined water safety benchmarks, including: Ability to perform a survival float, Demonstration of breath control, Ability to swim a minimum distance (e.g., 25 yards or progression toward it.), Execution of basic self-rescue techniques (jump, turn, grab, swim-float-swim).
3. Measurable Improvement
Demonstrate statistically significant pre/post gains in core competencies, including:
Increased ability to float independently
Improved breath control and endurance
Increased confidence and reduced panic in water
4. Safety Awareness
Ensure 100% of participants receive water safety education, including recognizing risk, safe behaviors around water, and how to respond in an emergency.
5. Barrier Removal
Eliminate financial and logistical barriers by delivering the program during the school day with coordinated transportation and no cost to families.
6. Scalable Implementation
Establish a replicable, parish-wide model that can be sustained and expanded, supported by consistent data collection, instructor training, and program evaluation.
