Mission and Work: Communities In Schools Gulf South (CIS) is an affiliate of the Communities In School’s national network and began its work in New Orleans in 1996. Since then we have grown from serving a handful of students at one school to serving over 12,000 students in over 40 schools across Louisiana. Our mission is to surround students with a community of support, empowering them to stay in school and achieve in life. We do this by placing Site Coordinators and Behavioral Health Counselors (Licensed Social Workers and Counselors) directly in schools to provide the CIS model of Integrated Student Supports (ISS) that meet the unique needs of the most at-risk students. The Communities In Schools model of ISS involves evidence-based interventions in the form of Tier 1 or schoolwide services, Tier 2 or targeted interventions, or Tier 3 services for individual students. These supports include mental health support, life and social skills, behavior and attendance interventions, college and career preparation, family engagement, physical health, and basic needs support. We help reduce education and health equity gaps by bringing community resources into schools so that students can easily access everything they need to reach their full potential. Our Students’ Results: 90% Improved Behavior, 82% Improved Academics, 83% Improved Attendance and over 95% of students were promoted and 992% graduated. Service Areas: Currently include, Greater New Orleans, Greater Acadiana, East Baton Rouge and growing to new districts each year. Investment in CIS: CIS’ evidence-based and rigorously tested model has been shown to help at-risk students stay in school and graduate, the CIS model of ISS is unique in having a positive effect on two fronts—reducing dropout rates and increasing graduation rates. CIS has proven results, including a positive ROI. The results of an economic impact study conducted by EMSI, one of the nation’s leading economic modeling firms, found that every dollar invested in Communities In Schools creates $11.60 of economic benefit for the community. In Louisiana, 34 schools have invested in CIS by partnering with CIS and using their school budget to pay for CIS services. The current cost to implement the CIS model in each school is $100,000, and each school has invested has invested at least 70% of this fee. CIS needs to raise the additional 30% to fully fund the program. CIS is requesting direct appropriations from HB1 in the amount of $450,000 from the state to support CIS’ current work inside schools. As the nation’s leading provider of Integrated Student Supports, Communities In Schools (CIS) is uniquely positioned to provide evidence-proven mental health services in schools in Louisiana. CIS of the Gulf South has structured our 501c3 to be replicable in any community and school district throughout the state of Louisiana. The CIS National office has continutally re-accredited CIS of the Gulf South, and has approved our affiliate to operate in the central and southern parts of the state of Louisiana. We have a proven track record of success in working in both public and public charter schools, and in urban and rural communities. The fiscally responsible and sustainable model of implementation allows CIS of the Gulf South to begin operation immediately in a new community and service area. The cost to implement CIS services are 90% direct costs for services directly to students and families in the community in which we serve. CIS services are consistently sought after by school districts in Louisiana, but in order to continue growing and to serve more children in our state CIS requires additional funding to meet the needs not directly met by the school districts themselves. This request will allow the state to invest in CIS, and braid funding between private and public dollars to support CIS' continued growth and sustainability in our state.

The purpose of this request is to continue and expand this work inside public schools in Louisiana.
What are the goals and objectives for achieving such purpose?
Th goals is to keep students in schools, decrease dropout rates, and increase on-time graduation rates. During the 2024-2025 school year our Students’ Results included 90% Improved Behavior, 82% Improved Academics and 83% Improved Attendance, including 95% of CIS students promoting or graduating and 99% of our students staying in school. Our continued goals are to support over 12,000 students in Louisiana, and our case-managed students attaining a minimum of 85% goal achievement in academics, behavior, and attendance goals each year.
