OUR BACKGROUND
Since 1896, Volunteers of America Southeast Louisiana (VOASELA) has supported and empowered America’s most vulnerable populations. VOASELA addresses critical community needs through over 30 programs, supporting children, families, seniors, individuals with disabilities, pregnant and parenting women with substance use disorder, and veterans across 16 parishes in south Louisiana. With a strong history as a leading human service charity, VOASELA is committed to growth and innovation.
THE PROJECT
Located on historic Canal Street, Oak Plaza comprises two buildings totaling 53,530 square feet, designed by Curtis and Davis Architects in 1960. This $27M total project will undergo a full historic rehabilitation, preserving the distinctive clay tile sunscreen façade, with a construction duration of 12 months. Situated adjacent to BioDistrict New Orleans, Oak Plaza’s healthcare services will enhance Canal Street’s ongoing revitalization, further supporting Mid-City’s growth. As a longstanding nonprofit, VOASELA must leverage all possible funding sources to sustain its services, given that government reimbursements often fall short. Without the equity generated from Historic and New Markets Tax Credits (NMTC), this vital project could not be realized.
STRENGTHS
• EXPERIENCED DEVELOPER: VOASELA & RNDC have successfully completed two prior NMTC projects as both developer, Qualified Active Low-Income Community Business (QALICB), and as a leverage lender.
• ROBUST FINANCIAL COMMITMENT: VOASELA has invested $3.6 million to acquire the property outright, free of mortgage. This substantial equity, along with bridged historic tax credits and grant support, will be contributed directly to the project fund as part of the Leverage Loan, ensuring the project’s stability and success.
• NONPROFIT EXPERTISE: With a skilled team, a strong balance sheet, and extensive experience with NMTC transactions, we have a proven record of closing complex deals efficiently, building strong relationships with both lenders and investors.

VOASELA’s Oak Plaza project will renovate and repurpose an existing facility into an integrated health care hub in a medically underserved area adjacent to the BioDistrict to expand coordinated care and improve health outcomes for Louisiana residents.

VOASELA’s Oak Plaza project renovations will generate construction and long-term employment opportunities while expanding access to essential health and social services in an accessible centralized location. By combining historic preservation with modern, integrated care delivery, Oak Plaza supports both neighborhood renewal and improved population health outcomes.
KEY PRIORITIES
•TARGETED DISTRESS AREAS: Per census data, the project is in a census tract with a poverty rate of 49.86%, unemployment over 4.5%, and Area Median Income at 72%, qualifying as a highly distressed area.
•MEDICALLY UNDERSERVED COMMUNITY: Oak Plaza will provide critical healthcare services in a medically underserved area.
•HISTORIC REHABILITATION: By preserving historically significant structures, the project aligns with community revitalization goals.
•JOB CREATION AND EXPANDED SERVICES: Oak Plaza will foster economic growth through job creation and expanded healthcare services while strengthening pathways of care coordination between VOASELA and proximate providers in the Biomedical corridor
